Nowadays ‘governance’ has appeared as a significant concept explaining the change of social system or the role of government. It is not merely the concept replacing the traditional way of ruling the state, but the new problem resolution system regarding the whole social behavior of human being. Among diverse patterns of governance, regional governance is especially useful to cope with global issues across political borders.
As the globalization is accelerated, current policy making system or problem resolution system at the level of individual state cannot effectively cope with global issues such as terrorism. Therefore, regional governance is required to bring cooperation in global scale. In regional governance, regional community of neighboring states takes an initiative in solving problems. Accordingly, the state should deal with the change and the challenge of international society in relationship with other nations, international governmental organizations, as well as international non governmental organizations. Furthermore, intergovernmental governance needs to be established inside regional governance in order to respond to vertical decentralization in which the authority and responsibility of central government are transferred to local governments.
However, to build effective anti-terrorism system in regional governance, comprehensive convention on the suppression of terrorism should be concluded. Moreover, international cooperation system of criminal action needs to be modified by relaxing the principle of bilateralism and the principle of bilateral aggravated punishment. Current terrorism is supported by either passive legal restriction or progressive aid of some states. Hence, international legal sanction on these states should be reinforced as well.
