20여개에 달하는 특별회계와 60여개에 달하는 기금이 일반회계와 별도로 존재함으로써 우리나라의 재정체계가 매우 복잡·다기하다는 것이 전문가들 사이에서 오랫동안 지적되었다. 그 결과 유사사업들이 중복 수행되기도 하고 예산지출의 국가적 우선순위에 의한 재원배분이 저해되고 있다는 것이다. 그런데 미국 연방정부에서는 일반회계 이외의 펀드들이 400여개에 달하고 있는데도 각종 펀드들의 통폐합이 필요하다는 논의가 제기되지 않고 있다. 본 연구는 이 의문을 분석하기 위하여 미국의 예산제도와 펀드제도를 심층적으로 분석하고자 하였다. 여기서 도출된 중요한 정책적 시사점들은 다음과 같다. 첫째, 미국의 경우처럼 펀드유형으로 인하여 예산의 편성, 승인과정에 일정한 차이를 부여하지 않아야 하며, 또한 예산서류는 모든 펀드들을 총괄적으로 망라하여 부처 및 실국 등의 조직단위를 중심으로 예산사업들을 파악하여야 한다. 둘째, 미국의 경우처럼 모든 펀드의 여유자금이 거의 예외 없이 국고로 집중될 수 있도록 해야 한다.In fiscal year 2004, Korean central government identified 19 special funds and 57 trust funds. It has been generally agreed in Korean professional society that a number of earmarked funds result in inflexibility, undue complexity, and inefficient financial administration. Traditional public finance literature generally opposes earmarking taxes because effective budget management is likely to be adversely affected. Providing answers to some basic questions that often arise about earmarked funds, this paper draws some lessons from the US federal budget system, which has 224 federal trust funds and 247 special funds. The focus of the paper is not primarily on the number of funds, but to investigate how to eliminate the adverse effects of earmarked funds, recognizing that tax earmarking will depend on the political response that earmarking generates.
