방송 환경이 전례 없는 풍요로움을 더해가는 오늘날 역설적이게도 방송의 공익성과 다양성에 대한 비판은 오히려 증폭되고 있다. 오늘날의 방송은 규모의 경제와 효율성이 지배하는 글로벌 시장에서 생존하기 위해 효율성을 추구할 수밖에 없으며, 이로 인해 다원성이라는 방송 목표는 상실될 수밖에 없다. 더욱 더 문제가 되는 것은 수용자의 기호가 시장 내에서 배양되고, 수용자의 선호 역시 시장 내에 국한되어 측정됨으로써 시장의 영역 밖에서 표출되는 수용자의 욕구는 존재감마저 망각되고 있다는 점이다.
본 논문에서 국내의 방송이 제공하고 있는 콘텐츠의 내적 다양성, 제작원의 다양성, 수익의 집중, 노출의 집중을 분석하여 본 결과, 다양성 축소와 방송의 집중은 심각한 수준인 것으로 나타났다. 시장을 통해 문제가 해결되기를 기대하는 것 역시 어려울 것으로 예측된다.
새로운 채널의 설립은 다원성 확대와 공적 영역의 강화, 균형적 산업 발전을 모색할 수 있다는 점에서 긍정적으로 검토된다. 물론 채널의 설립을 위해서는 투명하고 완벽한 틀 마련이 우선되어야 할 것이며, 이러한 해법 찾기를 위한 논의가 다양한 차원에서 이어져야 할 것이다. 그간 수세적인 입장에 있던 정부 역시 보다 적극적으로, 국민의 문화에 대한 책임감을 지니고 진솔하게 채널 논의에 임해야 할 것이다.It is a paradox that criticism against the media’s lack of public service is getting multiplied in the midst of digital era of media abundances. Digital media revolution and deregulation policy are making media industries be more efficient and pursue vertical, horizontal expansion as well as globalization. Due to the changes of media environment, cultural pluralism which is supposed to be enhanced and accomplished through the activities of media is completely awry.
It is also problematic that people’s preferences have hardly tried to be identified and measured out of commercial markets. What is much more problematic is that the market not only creates an incentive for a media firm to produce media content that people desire but also an incentive to generate preferences for particular type of content. It has been clear that the market does not create incentives to produce enough media products or to distribute them adequately.
This article analyzes the diversity in Korean media market in various perspectives:diversity of suppliers, diversity of output, concentration of resources, concentration of audience exposures. The result shows serious concentration and shrinking of diversity in Korean broadcasting markets.
To complement the failures of market, a structural intervention is needed designed to promote better, more diverse and better distribute media content. New pubic broadcasting can be a timely and proper remedy. Government should be more responsible for the rectification of media market problems and active for the introduction of a new channel.
