본연구는 멀티미디어 시청각서비스의 등장으로 대표되는 방송환경 변화 속에서 지상파방송의 위상 변화를 설명하고 지상파방송사가 가져야 할 대응 전략을 모색하는 데 그 목적을 갖는다. 이를 위해서 본 연구는 이론적 분석틀로서 자원기준관점(Resource-based View)을 활용했다. 본 연구는 융합이 가속화될수록 기존 콘텐츠 생산 및 유통 체계의 재배치가 이루어질 것이며, 웹캐스팅 서비스를 비롯한 멀티미디어 시청각서비스 및 UCC(User Created Content)가 가치사슬 구조에 뚜렷한 변화를 초래할 것으로 예상한다. 특히 주목할 것은 개별 가치 영역 간의 관련성이 더욱 밀접해지고 이에 따라 관련 사업자들의 수직적 통합의 동기가 더욱 강해질 것이다. 따라서 지상파방송 사업자의 경우 개별 가치 영역별로 신규 사업자의 등장으로 인한 경쟁의 격화를 경험할 뿐 아니라 동일한 경쟁 사업자와 여러 가치 영역에서 경쟁을 벌이게 되는 다지점 경쟁(multi-point competition) 상황에 더욱 빈번히 처하게 될 것으로 예상된다. 자원기준관점에 따라 본 연구는 지상파방송 사업자들이 보유하고 있는 자원으로 공공성, 시장지배력, 콘텐츠, 경영지식, 콘텐츠 제작 지식, 콘텐츠 유통 지식 등을 열거하였다. 지상파방송 사업자들은 이러한 경쟁우위의 자원을 바탕으로 효율적이고 효과적인 대응 전략을 수립하는 데 힘써야 한다.This study attempts to explain a changing status quo of terrestrial broadcasting industry in the convergence environment where multimedia or broadband audio-visual services emerge. As well, the study intends to find out competitive strategies of terrestrial broadcasting firms while forecasting how the firms adapt themselves to the convergence environment. For this purpose, the study applies Resource-based View as a theoretical framework to analyze the terrestrial broadcasting firms. This study shows that the convergence would result in the reconstruction of contents production and distribution systems and multimedia audio-visual services and UCC(User Created Content) would change the value chain structure of terrestrial broadcasting industry in the convergence environment. Especially this study expects that the relationships each of the value steps would be closer and media firms’ motivation of vertical integration would be stronger. Therefore, terrestrial broadcasting firms will experience tougher competitions with newly entering media firms in each of the value steps and have to endure the multi-point competition where media firms compete with each other simultaneously in more than one value steps. Based on Resource-based View, this study finds that the resources of terrestrial broadcasting firms consist of public service, market power, contents, management knowledge, contents production knowledge, and contents distribution knowledge. Terrestrial broadcasting firms are required to devise effective and efficient strategies based on the competitive resources for the environmental and structural changes of the media market.
