최근 독일연금개혁은 두 가지 점에서 이전의 연금개혁과 뚜렷이 구분된다. 공적연금 부문에서 기존의 급여수준 안정에서 보험료수준 안정으로 정책 목표가 전환되었고, 노후소득보장에서 사적연금의 역할이 강화되었다. 연금개혁이 노후소득보장체계에 미치는 영향을 고찰하는 데 그치는 다른 연구와는 달리 이글은 민영화론과 규제주의적 복지정책, 두 가설을 중심으로 연금개혁이 복지국가 발전에 미치는 함의를 밝혀보고자 한다. 이를 위해 이 글은 먼저 최근 연금개혁에서 가장 큰 쟁점이 된 연금믹스의 변화와 이의 복지국가론적 의미에 주목하면서 연금믹스의 여러 유형을 검토하고, 이를 바탕으로 독일 연금개혁의 성격을 분석하였다. 이에 따르면 최근 연금개혁에서는 공적연금 급여삭감으로 국가의 재정적 개입은 뚜렷이 쇠퇴하고 있지만, 사적연금을 촉진하고 통제하는 국가의 규제적 개입방식은 오히려 강화되고 있는 양상이 보인다. 따라서 최근 독일 연금개혁은 단순히 복지국가의 후퇴라기보다는 연금제도를 둘러싼 내외적 환경변화에 직면하여 복지국가가 개입양식을 급여중심에서 규제중심으로 변화시키고 있는 사례로 파악되어질 수 있을 것이다.A Study of Recent German Pension Reformand the Development of the Welfare State
The recent German pension reform differs from previous pension reforms because of two main points. In the area of public pensions, the policy object was transferred from stabilizing the pension level to stabilizing the contribution rate and the role of private pensions, such as individual pension plans and occupation pensions, was strengthened in the old age security system. While other studies are reduced to analyzing the effects of reforms on old age security, this one is aimed at identifying the effects of pension reforms on the development of the welfare state. This is based on the following two hypotheses: privatization of the welfare state and regulative welfare policy.
This study investigates the theoretical background of the welfare mix and qualifies the two types of the pension mix. On the basis of these two types, it analyses the policy measures of the recent pension reform in Germany and their effects on the pension mix. The analysis of reform embraces not only public, but also private pensions. Accordingly, the provision of the public pension was reduced in the new pension mix because of changes in social and economic circumstances. But the regulative intervention of the state in private pension schemes, such as individual pension plans and occupational pensions, increased. Therefore, the recent German pension reform cannot be simply regarded as the retrenchment of the welfare state. It is an important case, which shows the new development of the welfare state from producing to regulative social policy.
