본 논문은 IT라는 새로운 기술적 수단이 정치영역에 적용될 때 기존의 정치체계가 변화될 것인가라는 물음에 대해 스웨덴에서 1990년대 후반 실시된 DALI 프로젝트 사례를 가지고 해답을 찾으려고 하는 목적을 가지고 있다. 더 나아가 이를 분석을 바탕으로 IT와 민주주의 발전간의 상관관계에 대한 보다 보편적인 시각을 제공하고자 하는 것을 목적으로 하고 있다. 본 연구가 스웨덴 분석을 통하여 궁극적으로 주장하고자 하는 것은 다음과 같다. IT 또는 인터넷과 같은 기술적 요인은 정치참여 과정을 증폭시킬 수 있는 새로운 공간을 열어 주는 것이기는 하지만 실제 정치참여를 결정짓는 것은 사이버 공간 자체가 아니라 현실세계라는 것이다. 이것이 의미하는 바는 IT라는 공급수단은 스스로 그 수요인 정치참여를 창출할 수 없다는 것이며 따라서 IT의 확산 자체는 민주주의 발전과 항상 동일시 될 수는 없다는 것이다.This paper starts with the following question: is it real, that IT can give a fundamental impact on political decision making process? To work out this question, this article examines the case of DALI project in Sweden, which was carried out in the late 1990's. Through the analyse on DALI project in Sweden, this paper tries to maintain following assertion. Although IT or technological instrument like internet has a possibility to offer the new space for the increment in political participation, the real factor that decide the political participation is conditions of real world, not the cyber space itself. What this means is that, the spread of IT in society cannot be equated with the increment of political participation or development of democracy in real world.
