이 글은 압축적 산업화의 역사적 경험을 바탕으로 역동적인 지역발전을 모색하는 안산의 경우 어떠한 발전전략을 취해야 하는지를 제시하기 위해 작성됐다. 한국 초기의 계획도시로 건설된 안산은 지난 40여 년간 발전국가와 압축적 근대화의 모든 주제와 쟁점들을 망라하고 있는 지역이다.
필자는 안산을 포함한 우리나라 지역 발전의 목적을 ‘지속가능한 지역발전(sustainable regional development)’이라고 상정한 후 이러한 지역발전의 조건과 과제가 무엇인지를 안산을 사례로 제시하고자 한다. 지속가능한 지역발전의 전략을 내생적 발전전략, ‘삶의 질’을 지향하는 친환경 발전전략, 참여발전전략으로 상정하고 각각에 대하여 안산이 가지는 한계 및 과제를 서술했다. 제시된 3가지 전략은 지속가능한 발전을 이루기 위해 통합적으로 연계되어 있다. 연구 결과 안산은 중소기업을 중심으로 한 내생적 발전전략, 삶의 질을 지향하는 친환경 발전전략, 주민참여를 포함한 참여발전전략을 실현해야 함이 타당하나, 이러한 전략을 실현하기 위해 여러 가지 한계를 가지고 있음이 도출되었다. 이러한 한계는 궁극적으로 지속가능한 지역발전을 이루기 위해 극복돼야 할 것이다.This article is written to present that sustainable development strategy should be adopted, and especially what kind of sustainable strategy should be taken in the case of Ansan city which is grouping lots of historical experiences and dynamic regional development. The Ansan city which is the first planned city in our country. So, it contains all the subjects and issues which stands for developing country and compact modernization for 40 years.
First of all, I assume that the purpose of regional development including Ansan city is ‘sustainable regional development’. And then, I would like to present what are the conditions and urgent problems for regional development.
In the 1980th, Ansan city was both the first planned city in Korea and industrial complex where polluted factories in Seoul had moved. After that, the city has had roles of bed-down for workers in Seoul and small & middle enterprises complex for mechanics, petroleum, metals.
We can assume a lot of sustainable regional development model, and also think of sub-model of sustainable development strategy as endogenous development strategy, environment-friendly development strategy, participatory development strategy. And then I described regional potential energy of Ansan city.
I studied that it was suitable for endogenous development strategy by small & middle enterprises, environment-friendly development strategy, participatory development strategy by citizen participation. Substantially, such sub-strategies are not independent.
