본 연구는 초국가적 행위자들과 연계한 지구적 차원의 정책 조정과 협력, 즉 글로벌거버넌스(global governance)의 내재화 문제를 ITU와 ICANN과 같은 인터넷 거버넌스 기구를 통해 분석하고 있다. 본 연구는 글로벌 거버넌스의 내재화를 다양한 행위자의 참여를 허용하기 위한 제도적인 장치를 마련한다는 차원에서 절차적(procedural)내재화와 참여자의 다양한 이해를 민주적으로 반영할 수 있는 실질적(substantive) 거버넌스의 내재화로 나누어 분석하고 있다. 본 연구는 절차적 차원에서 수립되는 초국가적 제도가 다양한 행위자 사이에 이루어지는 평등하고 수평적인 거버넌스의 내재화를의미하지는 않는다고 주장하고 있다. 그리고 이러한 글로벌 성격의 거버넌스의 수립이세계정치에서 가지는 함의를 살펴보았다...............................This study analyzes the internalization of global governance performed by ITU (International Telecommunications Union) and ICANN (Internet Corporation for Assigned Names and Numbers) which governs international order of cyberspace. Along with the development of information technology, world-wide cooperation and policy coordination among states and non-state actors with the objective of solving global problems is being carried out actively. Then, what kind of global policy-making are becoming popular and how are these global governance being reflected within the institution of each actor? This study analyzes the formation, change and mechanism of global Internet governance by differentiating procedural internalization and substantial level internalization of global governance. This study asserts that the establishment of supra-state institutions in a procedural level does not lead to the internalization of democratic and horizontal global governance among diverse actors in a substantial level. It also observes the implications of such global governance over world politics.
