이 연구는 비선호시설임에도 불구하고 지방정부와 지역주민들 간의 갈등이 표출되지 않고 오히려 지역주민들이 경쟁적으로 시설입지를 수용한 제천시 자원관리센터 입지사례를 연구대상으로 하여 왜 다른 지역과 달리 제천시에서 순조롭게 사업이 진행되었는지 그 이유를 살펴보았다. 특히 지역주민들의 수용성보다 선행하는 지방정부의 수용성 증진노력을 중심으로 논의를 전개하였다. 지역주민들의 수용성을 확보하기 위한 부지공모방식은 회피요인을 제거하고 감수요인을 강화할 수 있다는 장점을 지닌다. 먼저 신체적, 물질적, 정신적 피해에 대한 심리적 불안감을 제거시킬 수 있다. 그리고 조례제정을 통해 경제적 인센티브를 제도화시켰는데, 이는 주민공모제의 효과적 작동을 가능케 하였다. 또한 주민들에게 자발적 선택과정을 제공함으로써 소외감을 제거하였고, 자기통제를 강화할 수 있도록 하였다. 마지막으로 지속적인 대화와 홍보활동을 통해 시설의 안전성과 경제적인 인센티브를 강조함으로써 회피요인을 최소화시키고, 감수요인을 최대화시켰다. 결국 지역주민들의 수용성을 증진시키기 위한 지방정부의 회피요인 감소전략과 감수요인 강화전략은 부지공모방식과 같은 상향식 접근방법을 통해 보다 효과적으로 달성될 수 있다는 것을 알 수 있었다.Focusing on the siting case of the Jecheon Resource Management Center as a NIMBY facility, this research identifies underlying reasons why Jecheon citizens, unlike residents in other localities, were very active and supportive for location and establishment of the Center. Importantly, the emphasis of this paper should be placed on governmental actions that are actually prior to and thus determine citizens’ acceptability on a NIMBY facility. Jecheon government selected the system of public subscription of proposed sites as the effective way of gaining local acceptability for a hated facility. This system has a great advantage in enervating rationales for avoidance against the facility but bolstering rationales for acceptance. It contributes to substantially diminishing residents’ anxiety over potentialities of physical, psychological, and financial damages. As another core element of successful siting, the City Charter aiming at institutionalizing economic incentives helps effective operation of the public subscription system. Because the system itself provides residents with voluntary selection process, they do not feel alienated from policy-making procedure of their government any more; moreover, that is conducive to strengthening their self-control. Continuous dialogues and public relation activities minimize avoidance factors and maximize endurance factors so that the system makes citizens trust safety of and economic incentives from the Center. Resultingly, this éclat story gives us an implication that local governments’ effective strategy to promote residents’ acceptability on a NIMBY facility should be based on bottom-up approaches such as public subscription system.
