A Comparative Study on the Efect of Engagement Policy and Hard Policy toward DPRKIt is one of the most controversial is-sues among the academic and policy decision clear crisis on the peninsula and DPRK and United States confrontation come from. This paper argues that the crisis and confrontation are triggered by inconsistent engagement poli-cy, not the failure of engagement policy itself. In order to substantiate this argument, it is necessary to study comparatively the effect of DPRK in Seoul and Washington.According to the research, folowings are some of the policy implications for the de-nuclearization on the peninsula: ①Hard poli-cy toward DPRK brings about her opposition, not compliance; ②The solution of nuclear cri-with reciprocity, and ③It is necesary to de-velop momentum and policy tols to sustain engagement policy.
