이 글에서는 1960-70년대 문학에 나타난 박정희 정권의 문화정책을 고찰하였다. 지배블럭의 문화정책에 나타난 지배이데올로기와 시민사회 블럭의 저항이데올로기 사이의 헤게모니 다툼을 정리하였다. 지배이데올로기와 저항이데올로기 사이에서 헤게모니를 다툰 대표적 사례로 남정현의 ?분지? 필화사건(1965)을 들 수 있다. 이에 ?분지? 필화사건을 둘러싸고 이 작품을 ‘반미, 용공’으로 몰아간 사법당국의 논리와 ‘민족 주체성의 표현’으로 옹호한 변호인 측 대응으로 나누어 재조명하였다. 그 결과 이 사건을 반공주의적 규율에 기초한 강압적 정치 질서를 확립하려는 박정희 정권 대 표현의 자유를 옹호하려는 자유민주주의적 시민사회 사이의 논쟁의 장으로 해석하였다. 하지만 사법당국은 작가가 의도한 민족 주체성 주장을 외면하고 ‘반미, 용공’으로 북한을 이롭게 했다고 유죄를 판결했다. 이에 반해 변호인들은 표현의 자유야말로 자유민주주의의 본질이며, 소설은 상상의 산물이니만큼 알레고리로 읽어야 한다는 논리를 폈다. 또한 이 작품은 다성적 언어를 구사하는 독백체 서술을 통해 지배이념이 지닌 획일적 담론과 단성적 언어를 거부한 특징도 가지고 있다. 자유민주주의라는 저항이념뿐만 아니라 전체주의적 언어를 거부함으로써 지배 언어의 획일성과 동질성을 깨는 데 성공하였다.This paper examines Park Chung-hee regime's culture policies reflected in Korean literature in the 1960-1970s. It outlines a hegemony struggle between the ruling ideology in the ruling block's culture policy and the resistance ideology of the civic society's block. Nam Jeong-hyeon's "literary woe" of Land of Dung (1965) can be cited as a typical case of the hegemony struggle between the ruling ideology and the resistance ideology. This paper sheds light again on arguments surrounding the literary woe of Land of Dung; the judiciary authorities tried to define the novel as anti-USA and pro-communist, while the defendants insisted that the novel seeks to express national subjectivity. As a result, this case was interpreted as a field of argument between Park Chung-hee regime that tried to establish an oppressive political order based on anti-communism, and the free, democratic civic society who tried to defend the freedom of expression. However, the judiciary authorities rejected the novelist-purported national subjectivity, and ruled the novelist guilty by the reason of the novel benefitting North Korea with its anti-USA and pro-communist content. Meanwhile, the defendants argued that freedom of expression is the essence of free democracy, and that since novels are the output of imagination, their allegories should be read. Also, the issue that should be taken with regard to this novel is not the superficial argument of national pride and anti-USA sentiment arising from it, but the allegorical situation setting and artistic achievement of parodic language. This is because the novel uses multi-voice language and presents a monological narration to reject a unilateral argument and single-voice language of the ruling ideology. The novel postulated the resistance ideology of free democracy, as well as rejected totalitarian language, thereby successfully breaking the unilateralism and homogeneity of the ruling language.
