현재 국내 회계학교육에서 공인회계사 자격 획득에 대한 제도교육이 지나치게 강조되면서, 실제 회계정보를 생산하는 과정에 직접적으로 참여하게 되는 기업 내 회계전문인력에 대한 관심이 상대적으로 덜하였다. 그러나 회계전문인력의 역량이 뒷받침되지 않는다면, 외환위기 이후 지속적으로 추진해 온 각종 개혁이 성공적으로 집행될 수 없을 것이다.
이에 본 연구는 우리나라의 회계전문인력을 위한 회계교육의 강화방안을 모색하여, 그 구체적인 대안을 제시하는 것을 연구목적으로 한다. 즉 그동안 상대적으로 소홀하였던 비회계감시인인 기업 내 회계전문인력 양성을 위한 회계교육 강화 방안을 본 연구에서 제시하고자 한다.
일본의 경우 이미 회계전문대학원이 설립되어 운영되고 있으며, 그 인증방식에 대한 논의가 진행되어 회계전문대학원이 회계학 교육에 미칠 긍정적인 영향에 대한 평가가 이루어지기 시작하였다. 홍콩과 싱가포르의 경우 공인회계사시험제도와 학부교육을 연결하여, 우수한 인력들이 회계학분야에 많이 지원하고 있다. 중국의 경우에는 중국정부가 의지를 가지고 회계전문교육기관을 설치운영하고 있고, 각 기관에 대규모 재정을 지원하여 회계교육의 강화를 위하여 노력하고 있다. 미국의 경우는 공인회계사 응시조건으로 대학에서 150학점을 이수하도록 하고 있어, 이를 통하여 보다 내실 있는 회계학교육을 하고 있다.
이러한 다른 나라의 회계교육의 내용을 통하여, 우리나라의 회계학교육 강화를 위하여 다음과 같은 여러 방안을 고려할 수 있다. 첫 번째 방안으로 회계전문대학원의 설립을 통하여 회계학교육을 강화하는 방안이다. 최근 다른 분야의 전문대학원 설립의 흐름에 비추어 회계전문인력의 양성에 대안으로 고려할 수 있다. 두 번째 방안으로 미국과 같이 150학점 요건을 도입하는 방식이다. 즉 대학에서 회계학, 경영학, 일반교양과목을 포함하여 총 150학점이상 이수한 사람만을 공인회계사시험에 응시하도록 하는 방법이다. 이러한 방법은 회계학교육을 강화할 수 있을 뿐만 아니라, 일반교양교육의 강화도 가능할 수 있을 것이다. 세 번째 방안으로 홍콩과 싱가포르처럼 대학에서 회계학전공자만을 공인회계사시험에 응시하게 함으로써 회계학교육을 강화하는 방안이다. 이러한 여러 가지 대안을 고려하여 보다 우수한 회계전문인력을 양성할 수 있는 방향으로 회계교육을 강화하여야 할 것이다.Since the Korea’s financial crisis in 1997, considerable efforts has been put forward to improve accounting transparency and corporate governance in Korea. Little evidence has been seen, however, of the international perception of such improve- ments. In particular, the fact that the reform has not been implemented effectively can be ascribed to the lack of professional capability to enforce the newly designed regulations. Thus, it is urgent to educate those accounting professionals who can soft-land International Financial Reporting Standards to Korea.
In this respect, this study identifies the appropriate accounting education system for current Korean economy. To do this, we investigate education systems for accounting professionals in other countries including Japan, Hong Kong, Singapore, China, and the U. S. Based upon these studies, we propose an alternative education system, which we believe can enhance accounting professionalism in Korea.
The accounting education reforms in Japan can be characterized as both increasing graduate schools for professional accountancy and its accreditation system. Since the accounting education system in Hong Kong is based on that of the United Kingdom, strategic plans have been systematically executed to bring up capable Professional Accountants in Business. China set up 3 representative institutions for accounting education. And its government offers strong financial supports with 80 million dollars to each institution. In the U. S., all candidates of the certified professional accountants should complete 150 credits to enhance their capability.
The references above provide some implications as follows; 1) We can assure quality of accounting education by setting up the graduate schools for professional accountancy. 2) We can adopt the U. S. system that requires attendances in accounting programs for acquiring a certificate. 3) As in Hong Kong or in Singapore, we can require all the applicants for the CPA to major in accounting. Other than these three alternatives mentioned above, we should be creative for designing efficient educational system in Korea.
