The Korean Government plans to spend about $800 million from now on for the next 5 years in order to build waste resources recycling system. The plan will encourage farmers to use organic fertilizer made from composts for farmland, to develop food waste and livestock excretions for animal feed, and to use methane gas made from composts for energy. This paper will first evaluate various recycling methods under the prospective of environmental impact and economical efficiency, and then identify determining factors in government's policy decision-making in waste resource recycling program.
