Although about 20 years have passed since the democratization of 1987, theKorean legislature and political parties have not yet played an expected roleadequately by coordinating conflicting interests in the policy-making process. What is more, political paralysis and policy gridlock in the National Assemblyhave continued regardless of the Korean legislature dominated by either gov-erning party or opposition party. We need a more constructive and cooperativepresidential-legislative relations to have a more productive legislature, whichis crucial for democratic consolidation in Korea.Since the tense presidential-legislative relationship has mainly derived fromthe extra-parliamentary party organization controlled by either a charismaticparty leader or a small number of party activists, it is necessary to have politi-cal party fit for a productive legislature by strengthening the autonomy ofparty organization within the legislature in policy-making and law-makingprocess. It is also necessary to enhance the autonomy of individual legislatorsfrom extra-parliamentary party organization's constraints, thus activatingdeliberation among legislators. The autonomy of lawmakers in legislativeprocess also allows them to vote across party lines and facilitates the activitiesof floor and committee meetings by building up flexible policy coalitionsamong parties as well as lawmakers within the legislature, thus making it pos-sible to coordinate conflicting interests in the policy-making process.
