이 논문은 객관적 제약(대내외 환경)과 주관적 노력(정책) 사이에서 통상전략이 직면하게 되는 딜레마를 중국의 FTA 경험을 통해 살펴보았다. 중국은 대체로 독자적 강대국화 즉 주변환경 안정, 에너지 및 원자재 확보, 동북진흥과 서부대개발 등 국내 지역개발이라는 목적 달성을 위해 FTA를 추진해 왔으나 이러한 전략은 과욕과 FTA에 대한 오해로 혼란스러운 모습을 보여 주었으며 곧 현실적 한계에 직면하게 되었다. 홍콩 및 마카오와의 SEPA를 제외하고, 아세안과의 FTA에서 중국은 인구 18억을 보유한 발전도상국 최대의 무역자유지대라는 수사에도 불구하고 대폭적인 양보 없이는 협상을 체결하기 어려웠다. 그 뒤로 이어지는 뉴질랜드 및 호주와의 FTA에서 중국은 더 큰 어려움을 겪게 된다. 주변국을 우선으로 하는 중국의 독자적 강대국화 FTA 전략은 협상단계에 들어가면서 상대방에 따라 난관에 봉착하게 되는 것이다. 중국에게 가장 수월하고 효과적인 FTA는 아마도 중?파키스탄 FTA일 것이다. 그러나 중국의 처지에서 안타까운 것은 파키스탄처럼 구미에 맞는 FTA상대국이 이 지구상에 많지 않다는 사실이다. 이렇듯 중국의 경험을 통해 FTA 전략은 해당국가의 상대적 규모와 발전단계 등 대내외 환경의 제약에 따라 윤곽이 잡혀갈 수 밖에 없음을 알 수 있다.This essay reveals that China has been failed to achieve the goals of her goals of FTA because of misunderstanding and actual restrictions, notwithstanding that China cannot but choice the ‘catct-up type’ FTA strategy with economic bloc encircling her own owing to its backwardness and hugeness. China have been adapted the FTA policies to become a independent strong nation consist of stabilizing neighboring region, securing the petroleum and natural resources, and enhancing domestic regional development including the “Promoting the Northeast(Zhenxing Dongbei)” and the “Great Development of the West(Xibu Dakaifa)”. But these policies were thrown in to confusion because of covetousness and misunderstanding and confronted with actual restrictions. Not counting the CEPA with Hong Kong and Macao, China can’t get the fruitful outcome because of covetousness and misunderstanding in spite of the self-praise of biggest free trade area in developing countries embracing 1.8 billions of population. After this, China met with bridge over difficults in FTA negotiation with Australia and NewZealand. Like this, China’s FTA strategy of ‘catch-up’ confronted with alps on alps as negotiations goes by. FTA with Pakistan maybe the most effective and easy one, registrating the factors affecting the decision of China’s FTA. But, making China feel sorry is that there are so few countries on the earth compatible to Sino-Pakistan FTA.
