이 글은 외주정책을 상업화의 관점에서 분석하고자 시도하였다. 구체적으로 방송 상업화에 대한 이해를 도모하고 상업화가 외주시장은 물론 프로그램 편성이나 내용에 어떻게 투영되어 있는가를 드라마를 중심으로 살펴보았다. 외주제작의 상업적 속성은 해외사례나 이론을 통해 이미 이전부터 예상되었던 것인데, 최근 들어 독립제작시장의 변화를 통해서 본격적으로 드러나고 있는 것이 연구의 배경이다.
외주제작시장의 상업적 현상은 사기업적 시장경쟁논리에 의한 프로그램의 수급을 추구한 외주정책과 아울러 외주제작에 대한 협찬 허용 등 방송사와 제작사의 비대칭 규제가 주요한 원인에 속한다. 그 결과 협찬 및 간접광고의 만연, 스타 권력화, 제작시장의 집중화와 자본화, 과도한 드라마 편성, 시청률 지상주의 등 상업화 현상이 방송시장을 지배하고 있다. 외주정책이 상업화, 집중화를 심화시키고 시장경쟁 논리를 강화하여 궁극적으로 反수용자 복지로 귀결된 것이다. 방송 상업화는 공영방송질서와 배치·모순되는 외주정책에서 기인하지만, 방송사의 외주제작 극대화 및 상업적 편성전략 등 ‘자발적 상업화(self commercialization)’도 중요한 역할을 수행하고 있다.This paper aims to articulate commercialization of broadcasting production: general characteristics of broadcasting commercialization, and how it appears on independent production market and program contents. The commercialization of the Korean broadcasting results from two facts, the commercial character of independent production sector and unequal regulation policy, especially sponsorship-guidelines, between in-house production and independent production.
To the important feature of commercialization belong to product placement (PPL), indirect advertising, star power, concentration and capitalization of the production market, endless competition for the program quotes, and so on. The programming quota policy through independent production has resulted for the reinforcement of the broadcasting commercialization, concentration of the program market, and caused negative consequences in contrast to the audience interest. Therefore, one can say that the programming quota policy is not harmonized with the public broadcasting order and structure.
