본 연구의 목적은 한국의 경제 이외의 사회지표에 대한 지역격차를 살펴보는 것이다. 이를 측정하기 위하여 사회기반시설, 문화, 교육, 복지, 지방재정 지표가 사용되었고 5개 권역으로 나누어 시간에 따른 각 측정변수의 권역 간과 권역 내 격차가 지니계수분해방법으로 분석되었다. 분석 결과, 측정변수에 대한 보급률은 대체로 증가하였으나 격차분석에 대한 결과는 지표에 따라 다른 모습을 보였다. 고등교육과 생활환경부문의 지역격차는 경제지표를 비롯한 다른 사회지표들보다 높았으며 시간에 따라 중등교육과 문화부문의 지역격차는 증가하였다. 권역 간 격차의 비중이 전체 불균등의 약 80%를 차지하였고, 특히 호남권의 경우 전체 불균등에 미치는 비중이 모든 설명변수 중 가장 크게 나타났다. 지역균형정책을 효율적으로 추진하기 위해서 문화, 교육 및 생활환경에 대한 투자와 호남권에 대한 투자가 증대될 필요가 있다.The purpose of this study is to examine regional disparities of social and economic factors in Korea. The factors are concerned with infrastructure, culture, education, social welfare, and local finance. This paper divides Korea into five wide administrative units and then measures intra-regional and inter-regional disparities in between each unit by decomposing Gini index on time series analysis. As a result, the supply per person for the social indicators mostly increases but the disparities among regions are still wide according to the indicators. Regional disparities of higher education and social welfare are greater than those of economic and the other indicators. Regional disparities of secondary education and culture facilities increase with time. Moreover, the decomposition analysis verifies that differences between regions constitute about 80 percent of overall inequality; especially the disparity between Honam Area and the other regions. The government investment on culture, education and welfare facilities and especially Honam Area is requested in order to carry out regionally balanced development policies.
