The relationship between specified waste and transboundry waste in Korea is investigated to manage hazardous waste properly in transboundry movement. From the regulation and management of exported and imported specified waste in Korea, specified wastes are totally different from transboundry wastes. Hence, it is necessary to provide the criteria of import and export of hazardous waste from international waste movement regulations. Hazardous wastes (HWs) restricted for transboundry movement are 61 items in Basel convention, 84 items in OECD regulation, and 86 items in Korean regulation. Due to the different transboundry items between countries, illegal transboundry movement can be occurred. The criteria of hazardous characteristics in European waste catalogue (EWC) and Basel Convention are considered to revise HWs restricted for transboundry movement. Also, the HWs are harmonized with specified wastes to build the optimal relationship in transboundry movement. Specified wastes in Korea are classified by 11 items and they can be considered by 70 items in detail. From 86 transboundry wastes, 48 items are not classified by specified waste. Hence, it is designed 3 steps to expand specified wastes including the 48 items of transboundry wastes.
