공공미술은 점차적으로 필요성이 증대되고 효용성이 입증됨에 따라 그 개념의 영역도 확산되고 있는 추세이다. 퍼블릭아트(Publie Arts) 즉 “공공의 예술”을 우리는 흔히 “공공미술”로 칭한다. 공공미술(Publie Arts)이란 말 그대로 “미술”과 “공공적인 가치”와의 만남이다. 공공미술이란 공공적 성격, 즉 공공성(公共性)을 띤 미술을 가리킨다. 공공미술의 역사를 보면 예술장 내의 이론에서 자연감상, 도시환경, 문화환경 측면으로 이동하는 것을 볼 수 있다. 어떤공간, 장소, 공동체에 대한 공공미술적 행위는 깊은 성찰을 요구하고 있으며, 공공미술은 미학만을 위한 존재가 아니라 사회 삶 속에 개입하는 일상적인 존재다. 이러한 공공미술을 통해 지역민들을 위한 도시문화공간을 활성화하는 것을 연구의 목적으로 한다. 본 연구에서는 2005년, 2007년 안양 공공예술 프로젝트 사례를 중심으로 공공미술의 분석하여 도시문화공간의 개선방안을 첫째 소통적 도구로서의 공공미술, 둘째 참여적 대중화프로그램을 제시, 셋째 주체로서의 시민, 넷째는 생활문화로의 공공성 완성으로 도출 하였다. 즉 예술과 생활을 우리들 주변환경과 연계하여 적극적인 사회 참여의 의식을 높일 수 있을 때 새로운 도시문화공간이 개선되며 나아가 인간의 삶이 풍요롭고 지역의 발전, 지역의 문화의 대안을 도출하고자 하였다. 앞으로 초보적인 개념에 머물러 있는 우리나라의 공공미술을 지역인, 사용자를 중심으로 발전할 수 있도록 지속적인 다양한 연구와 노력을 기울여야 할 것이다.Art for the public is commonly referred to as "public arts." Public arts indicates fine arts with public characteristics, namely, publicness. The history of public arts embraces a movement from the theories within the artistic field towards the aspects of the appreciation of nature, urban environment, and cultural environment. Any activity of public arts concerning a specific space, place, or community demands deep contemplation, which is why public arts characterizes itself as everyday existence involved in social life, as well as existence for the sake of aesthetics. This study, through such public arts, intends to revitalize the space of urban culture for local residents. The study focuses on examples of the Anyang Public Arts Project in 2005, when the project was implemented for the first time in Korea, and sums up analysis data on public arts, in order to come up with plans to improve the space of urban culture: first, public arts as a means of communication; second, suggestion of participating publicization programs; third, citizens as the subject; and fourth, the perfection of publicness as a living culture. In other words, the study aims to suggest that the space of urban culture can be newly improved and ultimately, human life can be enriched when raising the awareness of active social participation, by linking art and life with our surroundings, and offer alternatives to the development and the culture of a local community.
