이 글은 신자유주의적 경제정책이 자본순환과 맺는 복잡한 변형을 자본축적의 원리적 및 역사적 맥락 속에서 좀 더 명료하게 이해하고자 했다. 특히 노동력 및 화폐관리라는 측면에서 신자유주의적 경제정책이 자본의 내적 순환의 위기를 어떻게 잠재화하고 결국 폭발로 이르게 하는지에 초점을 맞추어 분석했다. 주요 분석결과는 다음과 같다.
1930년대 대공황 시기의 비상국면하에서 노동력과 화폐관리가 국가의 경제정책 속으로 전면적으로 포섭되었고 이는 전후 황금기를 구가할 수 있는 기초가 되었다. 하지만 1970년대 중반 이후의 경제위기 국면에 미국은 브레튼우즈 체제를 달러본위의 월스트리트 체제로 대체했고 특히 1990년대 들어 이른바 ‘워싱턴 콘센서스’하의 강화된 신자유주의적 금융세계화는 금융위기 시 충격을 전 세계로 동시화하는 집중화된 금융네트워크 및 자본순환구조를 만들었다.
2000년대 들어 불황의 가능성이 높아지자 미국은 경기부양을 위해 달러의 특권적 지위를 이용했다. 대외수지적자는 달러의 무제한적 발권으로 메워졌고 가계 역시 과잉유동성이 제공한 자산효과에 의해 소비의 향연을 누렸다. 동시에 주택투기 붐은 복잡한 금융공학과 연계된 금융시장의 시스템리스크를 증폭시켰다. 그러나 자본주의 사회의 지불제약원리는 특정한 시점에서 이 모든 잠재적 리스크를 전면적으로 폭로시켰다. 자본순환의 맥락에서 대공황 때 그랬던 것처럼 화폐관리와 노동력관리에 대한 신자유주의의 경제정책은 전면적 실패로 귀결되었던 것이다.The purpose of the present paper is to analyze in a historic perspective the dynamic process in which economic policies have been associated with capital accumulation. In particular, we focus on the labor and monetary policies to show that how they have been able to keep the contradictions of capital circulation under the surface of water, leading to the explosive crisis today.
The Great Depression in the 1930s contributed to getting the labor policies and management of money registered to economic policies of the government, on the ground of which the golden age of capitalism flourished. When the world economy encountered with the world economic slowdown in the middle of the 1970s, however, Wall street endeavored successfully to replace Breton Woods system which had provided the solid ground for the stable world system for the golden age and establish a new rule of game. The emergence of the Wall street rules and consequent reinforcement of the neoliberal policies created a centralized financial network in which even a minor shock could be amplified and spread out immediately over the world economy.
The US government relied on the privileged dollar to stimulate the economy, when it saw symptoms of economic recession in the early 2000s: the massive trade deficit was filled up with newly printed green paper and the US consumers increased their luxurious expenditure. The massive increase in the consumer expenditure should be backed up by increasing value of their assets including houses, which was in turn made possible by speculations and, more importantly, the expansion of the privileged dollars that the government had printed. The party of debts backed up by speculations on assets and irresponsible monetary expansion was fated to end up with a crash: when things reach their critical point, the simple principle of payment constraint reveals all the hidden risk and fragility of the artificial stimulation policies. The current severe world crisis demonstrates that the neo-liberal economic policies related to labor and money management have failed, as did the Great Depression.
