Electronic mail(E-mail) has become a very important and popular means of communication for personal and commercial purposes. However, but because of the rapid growth in the volume of unsolicited commercial e-mail, so-called spam mail,the convenience and efficiency of e-mail are threatened.
So, in this paper, after examining the concepts, increasing factors and the problems of spam mail, we would like to suggest its improvement plans.
For these purposes, this paper is organised as follows. Chapter I introduces the necessities and purposes of this paper. Chapter II considers the concepts, characteristics and increasing factors of spam mail. Chapter III considers the damages caused by receipt of spam mail and effects of it on the e-mail users, the internet service providers and the business. Chapter IV analyzes some problems of spam mail and suggests its improvement plans. In conclusion, it is necessary to regulate the spam mail for public interest and safety. That is, We should expand the regulation scope of spam mail, adopt the Opt-in approach to regulate unsolicited commerceial e-mail messages in related laws, and impose expenses on senders of large commercial e-mail.
