이 연구는 취약계층 아동?청소년의 교육복지 지원을 위한 지역사회 네트워크를 활성화하는데 필요한 요소와 원리를 탐색하는데 목적을 둔다. 이를 위해 정부의 교육복지 정책 중 하나인 교육복지투자우선지역 지원사업을 실시하는 지역사례를 질적으로 분석하였다. 그 결과 핵심요소는 핵심 실무인력, 예산, 리더와 테스터(tester), 다양한 만남의 기회, 민?관?학의 결합, 불안과 갈증 등으로 나타났다. 핵심원리는 1) 끝없는 공동비전 생산의 원리, 2) 인큐베이팅 원리, 3) 새로운 시도의 일상화 원리, 4) 실무 중심의 즉행체제 원리, 5) 자발적 강제의 원리, 6) 피드백을 통한 상호학습의 원리, 7) 참여자 간 배움 추구의 원리, 8) 지속적인 현장감 추구의 원리, 9) 공개적 분배의 원리 등으로 나타났다.This article explores the elements and the principles of regional networks that may invigorate educational welfare support programs for children and teenagers in the most vulnerable classes in society. To achieve this aim, we analyzed regional cases through qualitative analytical methods in which the Eduzone project of the government has been in operation. Our results identified the major elements as being core practical personnel, budget, the leader and the testers, various meeting opportunities, the relationship between the private-public-academic sectors, and finally, anxiety and thirst. The core principles were as follows: the first is the principle of endless common vision building, the second is the principle of incubating, the third is the principle of tryouts as a round of our daily lives, the forth is the principle of prompt active systems based on practical personnel, the fifth is the principle of voluntary compulsion, the sixth is the principle of inter-learning through feedback, the seventh is the principle of pursuing learning among participants, the eighth is the principle of continuous pursuit of the sense of the site, and the ninth is the principle of transparent distribution of funds.
