디지털 전환정책은 정치적·산업적·기술적 난이도가 높은 공공정책이다. 2010년부터
실시되는 국내 디지털 전환 시범사업은 본전환의 성패를 좌우할 수 있다. 따라서
주요 선진국들이 실시한 시범사업의 유형별 특징과 시범사업 추진 과정에서 나타난
시사점을 중심으로 국내 디지털 전환 시범사업에 어떻게 접목하는 것이 바람직한
것인지 정책 방안을 모색하려는 것이 이 연구의 목적이다. 미국, 영국, 일본의 디지털
전환 시범사업의 유형을 다섯 가지로 분류하여 각각의 특징을 비교하고, 각각의
시범사업이 본전환과 어떤 연관성을 맺고 있는지 살펴보았다. 시범사업은 본전환의
시작이며, 특히 가장 먼저 아날로그방송을 종료하는 시범전환(pilot test)의 경우 국가
정책에 대한 신뢰도를 시험하는 데 의미가 매우 큰 것으로 나타났다. 또한 주요
선진국에서 디지털 전환과 시범사업은 대체로 무난하게 진행되었지만, 한국의 경우
한국적 특수 상황으로 인해 스탁스(M. Starks)가 우려했던 최고의 위험 요인인 시청자
저항이 발생할 잠재적 가능성이 있다는 점을 지적했다.This research explicates the several types of digital TV transition exercise
program and its characteristics in major foreign countries. Korea is scheduled
to begin its excercise project in 2010. The implication of foreign cases shows
several hints to Korean plans in grasping the potential risk factors and reducing
the error. The foreign exercise project are classified into five types; technical
trial, pilot test, soft test, early switchover and tier switchover. The United States,
which has finished the transition in June 12, 2009, belongs to the country
which had the relatively short period of preparation from the pilot test to main
switchover. On the other hand, United Kingdom has been propelling its plan
during several years since its first technical trial in 2003 in accordance with
its thoroughgoing plan. The main characteristics of Japanese test program
is the soft test method which continued as much as one hour. Compared
to a few minutes of United States, it was very long time stop of analog TV
broadcasting and Japan will repeat the same method on same time next year.
Among the several types of exercise program, the most important type we
need to benchmark is the pilot test which has the meaning of the first switchover
in almost every country. The success or failure of pilot test could have
an effect on the future transition program and the credibility of the government
digital policy. Therefore, the pilot test in 2010 of Korea needs to be promote
prudently under an elaborate plans. Furthermore, we should not overlook a
possibility of consumer resistance that was expected as one of high risk factor
in United Kingdom.
