영국은 1970년대 초부터 테러리즘에 대비해 온 관계로 테러방지에 관한 법제도가 비교적 잘 정비돼 있다. 특히 ‘9.11테러’ 이후 영국은 기민하게 반테러 관련 법제와 기구를 계속 발전시키고 있다. 2000년 이후의 테러방지법에서는 테러범 구속기간 및 감청기간 연장 등 수사권을 강화하는 한편, 출입국 보안업무와 테러자금 감시 강화 등의 조치를 취하였다. 또 국외 테러범죄 등에 대해 사법관할권을 확대하였고, 테러대응체계 정비 차원에서 유관부처로 구성되는 ‘정부합동테러분석센터’를 설치하였다. 이 같은 조치는 테러 예방 및 억제를 위한 국제적 추세와 조화되는 것이라 할 수 있다. 테러의 안전지대라고 할 수 없는 우리나라도 이 같은 영국의 사례를 참조하여 향후 테러방지법 제정 및 테러대응체계의 개선을 모색해야 할 것이다.The United Kingdom has responded to various kinds of terrorism since the early 1970s. So her antiterrorism laws and institutions have been worked out pretty well and constituted systematically compared with those of other countries. Especially after so-called “September 11 Terror” of 2001, Britain has developed or supplemented existing counterterrorist legal provisions. A series of counterterrorism acts legislated since 2000 provide not only for strengthening of investigative power, including extension of period for arrest of alleged offenders and wireless communication monitoring, but also for tightening of security check standard in immigration control or terrorist property monitoring. Furthermore, they extended judicial jurisdiction to terrorist offences abroad. The U.K. established the Joint Terrorism Analysis Centre in 2003 as a way of securing more accurate analysis and assessment of terrorist informations. Such above-mentioned antiterrorism measures are in harmony with major international trends for prevention and suppression of terrorism. The Republic of Korea which is not “Safety Zone without Terrorism” any more, should study the U.K.’s case deeply and apply her good experiences, whether legal or institutional, to our country in building up systematic counterterrorist mechanism.
