방과후학교 정책의 사회적, 교육적 관심이 증가하고 있다. 이러한 정책이 실행되는 실제 현장을 관찰하고 정책의도가 일선 학교에서 해석되고 이행되는 방식을 알아보기 위해 연구자들은 방과후학교를 운영하고 있는 초등학교와 중학교를 각각 1개교씩 표집하여 사례연구를 수행하였다. 방과후학교의 의도된 목표는 사교육비 경감, 교육 양극화 완화를 위한 교육격차 해소, 저출산·고령화에 대비한 보육 서비스 요구에 부응하는 것이다. 본 연구는 방과후학교의 실제가 이러한 의도를 어느 정도 반영하고 있는가에 대해 다음과 같은 해석을 제시할 수 있었다. 첫째, 보육기능으로서의 초등학교 방과후학교는 대체로 성공적이며 더욱 확대될 필요가 있다. 둘째, 중학교에서는 방과후학교가 단지 보충수업의 의미로 인식되고 있으며 그 예로 ‘학원’ 담론이 활용되는 현실을 들 수 있다. 셋째, 종합하여 볼 때, 교육격차 해소를 위한 방과후학교는 사교육대체보다 저소득층 학생들의 보호요인을 강화하기 위한 방향으로 설계될 필요가 있다. 또한 본 연구는 두 학교 사례에 대해 해석한 결과에 기초해서 향후 방과후학교 운영 방향에 대해 제언하였다.Social and educational interests in after-school program have grown in Korea. For the reality-check purpose, this article has an research question on the extent to which implementation of after-school programs in the selected schools catch up with intended goals by the government. To evaluate after-school programs at real schools, two cases are selected as school-based after-school services for low-income area’s public school students in the elementary and secondary grades. Department of Education has emphasized three goals of the program: (1) reducing parents’ burden on private tutoring, (2) bridging educational gap especially for low-income and underachieved students, and (3) increasing the availability of after-school opportunities for, so called, latchykey kids during their non-school hours. Based on collected qualitative data and information from the school sites about how this program works, it is firstly reported that after-school program at middle school level is simply recognized as supplementary lessons by students and at the same time discourses used in private cramming schools are circulated. Secondly, after-school program should be designed to give more emphasis on low-income students in need of better caring and quality programs. Thirdly, caring program in elementary school level plays a critical role in ensuring that this program sustains the intended goals that are originally set by the government.
