본 논문의 주요관심은 인도의 성인지 예산 제도화 과정과 그 과정에서 지역 여성단체의 참여와 기여를 살펴보는 것이다. 1995년 북경여성대회의 성주류화 행동강령 채택 이후 인도 정부는 국제기구의 지원에 힘입어 2004-05 예산부터 성인지 예산을 본격적으로 도입하였으며, 이는 남아시아에서 가장 선진적인 사례로 꼽히고 있다. 하지만 인도는 비효율적인 행정시스템과 인종, 종교, 카스트, 지역, 언어 등의 사회문화적 다양성으로 인해 법?정책 수준과 실질적인 지역 수준에서 시행되는 사업 사이에는 큰 괴리가 존재한다. 1970년대부터 지역을 중심으로 결성된 자율적인 여성조직들은 지역의 특수성에 기초한 다양한 이슈의 풀뿌리 운동을 전개하여 왔다. 인도의 성인지 예산 분석가들에 의하면, 정부가 성인지 예산을 현실화하는 과정에서 여성조직의 참여가 필수적이라고 강조되고 있다.
본 논문에서는 크게 세 가지 연구 과제를 다루고 있다. 우선 인도의 성인지 예산 도입 배경과 제도화 과정을 연방정부 수준에서 살펴본다. 두 번째로 세 개 지역에서 여성단체들이 성인지적 관점으로 접근한 지방정부 예산 분석 내용과 지역 수준에서 예산 실행의 문제점을 살펴보고, 마지막으로 성인지 예산 제도화 과정에서 여성조직 참여의 의의와 한계점을 정리해 본다. 분석결과에 의하면, 인도의 성인지 예산은 연방정부와 지방정부에서 전담부서를 설치하여 적극적으로 시행되고 있으나, 전체 예산에서 여성예산의 비중은 아직 미미하며, 단계별 시행 과정에서 많은 문제가 발생하고 있다. 또한 여성사업에 대한 지역 여성단체의 참여가 필수적임에도 불구하고 지역편차가 존재하였다. 앞으로 성인지 예산의 안착을 위해서는 연방정부 뿐 아니라 지방정부와 지역 여성단체의 올바른 거버넌스 정립이 시급한 과제이다.This paper explores the institutionalization of gender budgeting in India and the participation and contribution of grass roots-level women's organizations. The government of India has initiated the gender budgeting in union budget 2004-05 since the adoption of Gender Mainstreaming strategies in making policies from Beijing Platform for Action in 1995. The Indian case is considered to be the most advanced one in South Asia. However, India has many obstacles in Gender Mainstreaming due to an inefficient administration system and the diversity in race, religion, caste, region, and language. In the 1970s and 1980s, autonomous community-based women's organizations led women's movements on region-specific issues. The gender budgeting analysts in India argued that national and local policies cannot be effectively implemented without stimuli from grass-roots women's organizations.
This paper concerns, first, the background of the initiation of gender budgeting and the institutional process at the union government level, second, three cases of women's organizations' gender budget analyses at the local government level and practical difficulties in implementing the gender budget, and, finally, the meaning of women's participation in gender budgeting and their limitations.
While gender budget cells has expanded at the central and local government since 2004-05 budget, the proportion of gender budget is still very small and there were local differences in the extent of women's participation. It is impending to build up a governance among the central and local governments and community-based women's organization in order to secure gender budgeting in the future.
