이 글은 ‘다문화 국가’ 로 분류되는 미국과 캐나다의 이민자 정착 정책 및 지원 서비스 체계 사례를 선택하여 비교ㆍ분석하고, 여성결혼이민자의 통합을 위해 다문화적 정책을 추구하고 있는 우리나라에 필요한 시사점을 도출하였다. 미국은 주류사회로의 동화에 초점을 맞추어 이민자의 정착지원을 언어 습득 및 귀화 지원에 한정하고, 서비스의 제공도 자유방임주의에 근거하여 정부의 개입이 제한적이다. 이에 비해, 캐나다는 공동체주의에 근거한 다문화주의를 바탕으로 이민자들이 출신국의 정체성을 보존하면서도 사회에 통합될 수 있도록 지원하고 있으며, 이민자 서비스 기관이 연방 정부의 재정지원을 받아 초기정착 서비스와 취업지원 서비스 등 다양한 정착지원 서비스를 제공하고 있다. 우리나라의 경우, 최초의 정착 이민자 집단이라고 볼 수 있는 여성결혼이민자들을 대상으로 한 정착 정책과 지원 서비스가 존재하지만, 다문화 정책이라는 이름하에 실제로는 동화주의를 지향하고 서비스가 대부분 자녀양육지원 및 가족관계 증진 등 아내이자 어머니의 역할 증진에 대한 지원에 집중되어 있다. 따라서 이들이 이민자 개인으로서 갖는 정착지원 요구에 대응하는 각종 서비스가 정부 차원에서 적극적으로 제공되어야 할 필요성이 있다.This paper analyzes immigrant settlement policies and services of the U.S. and Canada and compare them to gain policy implications for the better settlement support of woman immigrant spouses in Korea. In the U.S., the settlement support for immigrants is based on liberalism and is rather limited to the support on English acquisition and naturalization process. The reasons can be found partly from its culture that considers immigrants as self-sufficient and independent, and partly from the U.S.'s challenging condition of increasing illegal cross-borderers which ends up restricting the expansion of support for immigrant settlement. Canada, contrastingly, has rather firm societal agreement on the value of immigrant for the country's future and offers comprehensive immigrant settlement services which are based on multiculturalism by the well-structured system that links federal, provincial government and local NPOs(non-profit organizations). Korea has provided settlement policies and services for woman immigrant spouses who are the first immigrant group in Korean history. Even though the Korean government provides the settlement policies and services in the name of “multicultural policy", they are actually close to assimilation one. Also, the settlement services mainly focus on childcare and family relation improvement, which are too short to deal with their settlement-related needs. Therefore, the settlement policies and services for woman immigrant spouses in Korea should be expanded in order to meet their needs as an individual immigrant.
