Sweden has been internationally well known as a country with high tax burden and generous welfare system, which implies more emphasis on equity rather than other goals in tax policy. However, it abolished the gift and inheritance tax in 2005. Gift and inheritance tax are some of the most important taxes in the line with equity goal, instead of other goals such as efficiency. People with more concern on equity in tax policy have the tendency to insist an increase of their tax burdens. However, Swedish people had relatively strong preference on less burden or abolition of gift and inheritance tax, compared with other taxes. It was the most influential determinant for their abolitions. Swedish experience would give Korea's policy-makers useful reference to reform its estate tax policy. Several survey results consistently show not strong resistance against the decrease of estate tax burden. We suggest that Korea may have dramatic reform in estate tax policy with decrease of its tax burden from the perspective of political economy.
