본 연구는 선행연구에서 논의된 저출산 유인요소 중 사회적 요인에 대한 설명을 가정성(domesticity)개념으로 수정 및 보완하고, 우리나라의 저출산 대응정책이 저출산 유인요소에 어떻게 대응하고 있는가에 대해 살펴본다. 분석에 의하면 여성의 경제활동참여가 증가하면서 보편적부양자는 늘어나고 있지만 성역할 구분에 따른 가정성 신념체계는 여전히 존재하고 있는 까닭에 노동시장에서 여성은 출산 기피를 선택하게 되는 것을 알 수 있다. 즉 여성의 경제활동참여가 증가하더라도 육아나 가사 등의 가정일은 여성의 책임이라는 가정성 인식이 사회 전반적으로 구조화되어 있기 때문에, 남성이 이상적인 노동자로 규정된 노동시장 환경에서 직장의 임무 뿐 아니라 육아를 중심으로 한 가사의 책임도 지니고 있는 것으로 여겨지는 여성은 노동시장에서의 차별을 최소화하는 방안 중 하나로 출산을 꺼리는 행위를 선택하게 된 것이다. 저출산의 유인이 이와 같다면 이에 대한 대응이 정부의 정책이 되어야 할 것이다. 그러나 정부의 예산서를 중심으로 볼 때 2005년부터 시작된 저출산 대응정책은 저출산 유인요소 중 사회적 요인에 대한 대응은 찾을 수 없고 경제적 요인에 대한 대응책이 주를 이루고 있음을 알 수 있다. 따라서 효과적인 저출산 대응정책을 마련하기 위해서는 저출산의 경제적 요인 뿐 아니라 사회적 요인에 대한 정확한 이해와 그에 대한 대응이 함께 필요하다는 함의를 도출 할 수 있다.This article analyzes the factors contributing to low fertility and fertility policies in South Korea. The concept of 'domesticity' suggested by Joan Williams is used to analyze the social factors contributing to fertility decline. In the light of this concept, even though many women participate in labor market, family works are always considered as women's work in society. In particular, women who have children or pregnant women in the workplace are reckoned to feel more responsible about mother's works than their jobs assigned by boss. In this situation they are faced with quitting the job, otherwise, they have to demonstrate they don't have any responsibility for child care. Therefore, women who want to work continually decide not to be pregnant so that this induces low fertility. However, fertility policies in South Korea have not appropriately coped with this problems. This analysis provides new perspective on studying low fertility in terms of the importance of social factors affecting decline of fertility in South Korea.
