1961년 6월 동독에 의해 베를린에 장벽이 세워지면서 발생했던 동서독간의 긴장으로부터 정치적인 통일을 이루기까지, 그리고 1955년 카셀 도쿠멘타 전시로부터 현재 독일의 미술을 세계의 반열에 다시 올려놓기까지 독일 정부의 미술을 매체로 한 통일 작업은 오랜 시간을 두고 진척되어 왔다. 분단이후 1970년대와 80년대를 거치면서 양 독일은 서로를 국가로 인정하며 수교를 하였고 동독으로부터 넘어온 많은 미술가들 예컨대 바젤리츠나 리히터, 뤼페르츠 등은 ‘독일인 아닌 독일인’으로서 정체성의 혼란을 작품에 표현하였다. 혼란의 과정을 거치면서 1990년 10월 3일 마침내 공식적으로 서독은 동독을 흡수 통합하였으며 극적인 통일의 순간을 역사적으로 증명하게 되었다.
독일에서 미술과 정치가 첨예하게 맞서기 시작한 것은 파시즘이 등장하면서부터였으며 나치시절의 퇴폐미술전은 정치로부터의 가혹한 폭력이었다. 그로인해 초기 카셀 도쿠멘타전에서는 퇴폐미술전에 희생당한 작품을 주로 전시하였으며 그들의 반목은 1968년의 학생운동에서 극명하게 대립되었다. 그러한 대립은 통일의 과정에서도 그리고 이후에도 여전히 진행되었고 결국 한스 하케의 작품이 국회의 투표를 거쳐야하는 상황에 이르렀다. 그런 의미에서 독일의 굴곡진 역사가 미술가들을 자유롭지 못하게 만들었다는 불프 헤르조겐라스(Wulf Herzogenrath)의 고백은 유용하다: 제국시대로부터 나치시절을 거치면서 그들은 독재자들에게 봉사할 수밖에 없었으며 러시아의 사회주의와 이데올로기에 희생될 수밖에 없는 상황이었다. 이제 미술가들에게 자유를 돌려주어야 할 때가 됐다. 비록 주문자의 요구에 의해 작품이 만들어지더라도 미술가들의 정신은 그에 따르는 것이 아닌 독자적인 그들만의 것임을 인정해야 한다는 것이다. 따라서 통일 독일 미술은 국가와 정치와 기업과 미술관의 권력 구조 등으로부터 인간의 삶의 도처에서 일어나고 있는 권력의 상관관계의 진실을 밝히고자 한 것이었으며 그것이 과정을 통해 자연스럽게 헤게모니의 갈등으로 나타난 것이다. 한스 하케(Hans Haacke)의 미술을 통한 거센 항의는 진실을 밝히기 위한 예술가의 자유를 위한 몸부림이다. 그는 미술이 더 이상 그럴듯한 이유로 권력의 매체로 이용당하는 것을 참을 수 없었으며 그의 진실한 급진적인 표현은 국가권력의 매체인 정치에 대항하여 소리 없는 개념미술의 승리를 가져온 것이다.
과거에는 정치가 권력을 지배하는 매체로 미술을 사용하였으나 매체가 된 미술은 이제 그 매체를 통해 정치권의 권력에 대항할 뿐만 아니라 감시하고 통제하고자 하는 것이다.The process of unifying Germany politically through art, took a very long time starting from 1961, when the Berlin Wall was established by East Germany, creating tension between East West Germany, and 1955, when the government succeeded in putting Germany’s art into the world ranking through the Kassel?Documenta exhibition. After the division, going through the 1970s and 80s, the East and West accepted each other as countries and had diplomatic relations, and various artists who came over from East Germany, such as Georg Baselitz, Gerghard Richter, and Markus Luepertz expressed their confusion on their identity as “Germans who are no Germans” in many of their works. Finally, after going through chaos, Germany unified on the 3rd of October, 1990, confirming the unification of East?West Germany in world history.
The government ordered exhibitions, in several regions, to celebrate the unification with the title ‘freedom’s extremity’, expressing their desire for freedom with art. The government also wanted to confirm the historical moment of unification through art, and somewhat succeeded in planting another image to the people than Hitler, Nazism, and war through the exhibitions. However, before and after 1990, there were Neo?Nazi movements in Germany. Artists started to resist such movements in hope to straighten the mistake. They described the anachronic Germany of the Neo?Nazis through their works, and so experienced hegemony conflicts with the government.
In the past, art was used by the government to control authority, but now, art opposes, observes, and even controls the authority of the government.
