본 연구는 자본주의 경제체제를 유지하는 데 필수적인 하부구조이면서 경제의 지속적인 발전을 가능하게 하는 경제적 투명성을 결정하는 회계정보의 중요성을 바탕으로 외부감사의 경제적 효과를 분석하였다.
공공재적 성격과 외부성의 존재로 인해 외부감사의 공급을 시장에 맡길 경우에는 균형생산량이 사회적 최적생산량보다 낮아지는 시장의 실패가 발생하기 때문에 대상기업의 한계비용을 낮출 수 있는 조세지원 등의 경제적 인센티브의 제공이 필요하게 된다.
외부감사의 대상기업에 대한 조세지원 등의 타당성은 시장의 실패에 대한 정부의 개입 필요성과 함께 과세관청이 외부감사를 통해 현저한 사회적 편익을 얻는다면 더욱 강화될 수 있는데, 본 연구는 설문분석을 통해 외부감사가 과세관청의 조세행정, 특히 세무조사에 명시적 또는 묵시적인 영향을 미치며 그러한 영향이 커질 수 있는 점을 보임으로써 외부감사와 관련한 조세제도의 개선방안을 논의하는데 필요한 근거를 제시하였다.
국세공무원들을 대상으로 실시한 설문분석을 종합하면 회계감사가 과세관청이 재무제표의 품질과 신뢰성을 판단하는 데 영향을 미치고 세무조사 대상의 선정에도 영향을 미치며, 그 결과 법인세 신고의 성실성에 영향을 미치는 것으로 인식되고 회계감사에 대한 조세지원의 필요성도 인식되는 것을 확인하였다.
즉, 회계감사가 단순한 재무제표의 인증에 그치지 않고 공공재적 성격을 가지고 외부효과를 제공하는 것으로 볼 수 있을 정도로 조세행정에서 적극적으로 활용되고 있기 때문에, 본 연구의 분석을 통해 더욱 명확하게 밝혀진 회계감사의 경제적 효과를 지원하기 위해 조세제도에 도입할 수 있는 다양한 대안들을 모색해 볼 수 있을 것이다.Based on importance of accounting information to determine the economic transparency, which is essential infrastructure for maintenance of capitalist economic system and enables sustainable economic development, this study investigates economic effect of external audit.
Due to its nature of public goods and externalities, if supply of external audit were determined by market, equilibrium output would fall below socially optimal output which leads to the “market failure.” Accordingly, provision of economic incentives such as tax preferences which can lower marginal cost of audited firms should be needed to overcome such market failure.
Besides necessity of government intervention to cure market failure, justi- fication for provision of tax incentives to external audit can be strengthened in case taxing authorities get considerable social benefits via external audit. In this context, this study showed that external audit has either explicit or implicit influence on tax administration, especially on tax audit, and such influence can be increased, and therefore presented a basis for argument over improvement schemes for tax regime on external audit.
Survey research of incumbent tax officials revealed that external audit has an influence on how taxing authorities estimate quality and reliability of financial statements, and on how taxing authorities select tax audit firms, and, as a result, the respondents recognize that external audit affects the faithfulness of corporate tax return and therefore tax preferences should be provided for external audit.
In sum, because external audit is not a mere certification on financial statements but actively used in tax administration with its nature of public goods and externalities, adoption of various tax preferences in the current tax regime to support economic effect of external audit, which this study cleary shows, should be examined.
