1988년에 한 시민 단체가 국가 차원의 홀로코스트(Holocaust, 대학살) 기념물을 조성할 것을 제안한 이후, 이 프로젝트는 독일에서 가장 뜨거운 쟁점이 되었다. 독일 연방 정부의 관점에서 보았을 때, 국립 홀로코스트 기념물은 다소 설득력 있는 취지들을 지니고 있었다. 공식적인 홀로코스트 기념물을 만듦으로써 자신들의 부끄러운 역사로부터 벗어난 긍정적인 국가 정체성을 계발하여 이를 고양하고 세계에 드러내고자 했던 것이다. 이러한 연방 정부의 인식에 대해, 완성된 기념물이 기억을 끝낼 수 있다는 우려로 인해 반대하는 목소리에도 불구하고, 실현 불가능한 것처럼 보였던 유럽 전몰 유태인을 위한 기념물은 완공되어 2005년 5월 12일 대중에게 공개되었다. 만 구천 평방미터의 대지에 2,711개의 콘크리트 석판이 격자무늬로 배열되고 바닥은 콘크리트 포장용 벽돌로 덮인 기념물은 현대 기념 미술의 미학에 대한 문제를 제기하고 있다.
기념물 조성 제안에서부터 디자인 결정까지, 논쟁은 10년 이상 지속되었고, 홀로코스트 및 기념 미술과 관련하여 중요한 쟁점들에 대해 많은 문제들이 제기 되었다. 이미 독일에 조성된 많은 홀로코스트 기념물들이 존재하는 상황에서, 국가 차원의 기념물이 필요한가, 또 기념물을 새로 조성한다면 어떤 메시지를 담아야 하는가 등이 논의의 초점이 되었다. 대량 살인이라는 죄악의 기억을 재현하는 적절한 형태를 찾을 수 있는지에 회의적인 사람들은 홀로코스트 재현의 문제에 관해 여러 의문들을 제기했다. 1980년대 이후 독일사회에 점증하는 제노포비아(Xenophobia) 현상은 후대를 위한 기념물의 필요성을 강조하였고, 이에 논의자들은 과거를 떠올리게 하는 역사적 건조물(landmark)보다는 후대를 위한 훈계의 표지가 되어야 한다는 것을 깨달았다. 또 홀로코스트 이미지 과잉의 시대에, 정형화된 재현 이미지를 통해 공통의 기억을 만들어 고착시키고 나아가 속죄물로서의 기념물을 만드는 대신, 홀로코스트를 경험하지 않은 세대에게 개별적인 기억을 형성하도록 돕고 잊히기를 거부하는 반-기념물을 만들어야 한다는 데 인식을 같이 했다.
완공된 기념물은 직사각형 기둥들의 반복이라는 미니멀리즘 추상의 형식을 보여주고 있다. 기념미술 작업에 참여하는 예술가와 전문가들은 추상이 새롭게 정의된 기념물에 가장 적당한 형식임을 발견했다. 미니멀리즘 추상은 시간의 흐름을 견뎌내며 기억을 지속시키는 데 과거의 재현이나 기록보다 더 성공적인 것으로 여겨진다. 기념물의 유연함이란 달리 말해서 다양한 해석에 열려있음을 의미한다. 기념 미술의 이러한 최근의 논의들은 유럽 전몰 유태인을 위한 기념물에 반영되어 있다. 인간의 역사 이해의 복잡함과 극도의 악행은 말로 표현하기 어렵다는 점을 염두에 두고, 아이젠만은 대담하게 추상을 사용하였다. 방문자들에게 거대한 돌기둥의 들판 속에서 방향감각 상실의 경험을 제공함으로써 거대한 역사적 현실 속에 방향을 잃고 길을 찾는 현대인의 모습을 담으려 하였다. 그는 이 기념물을 “소리 없는 기념물”이라고 정의했다. 난해하고 의도적으로 주장을 담지 않은 디자인의 기념물의 소리 없음은, 추상적인 기념물의 위험을 강조하는 정보센터의 ‘교훈적이고 무미건조한’ 홀로코스트 전시물들에서 나오는 목소리들에 의해 중단된다. 방문객들은 기념물의 맥락 속에서 길을 잃고 정보 센터의 전시에서 길을 찾게 된다. 비슷한 미니멀리즘 전략을 활용한 기념물들과의 비교를 통해서 확인되는 것은, 베를린의 홀로코스트 기념물이 기억을 상기시키는 기념물(denkmal)이 아니라 경고하는 기념물(mahnmal)이라는 점과 방문자 개인이 잊혀서는 안 되는 기억에 연결할 수 있도록 도와야 한다는 점이다. 그러나 유럽 전몰 유태인을 위한 기념물에서 확인되는 것은 연결되지 않은 기억과의 단절 속에 울리는 침묵이다.
유럽 전몰 유태인을 위한 기념물을 둘러싼 논쟁은 독일인들이 자신들의 수치와 범죄를 고백하고 희생자들을 추모하는 길을 찾으려는 노력을 보여주었다. 독일의 홀로코스트 기념물의 전례 없는 추상적 디자인과 개념적 탁월함은 높이 평가되었다. 그러나 한편 무엇을 위한 기념물인가에 대해 ‘침묵’하고 있다는 점은 비판의 여지를 제공한다. 기념물의 침묵은 홀로코스트의 말로 표현할 수 없음에 대한 반응이었지만 지워진 개인성과 기억의 무표정함은 공중과의 의사소통의 실패로 귀결되었다. 기념물은 과거를 상기시키는 것이어야 하며 현재와 미래의 공중과 소통해야 한다. 중요한 문제는 기억을 어떻게 다룰 것이며 관람자에게 어떻게 제시할 것인가이다. 유럽 전몰 유태인을 위한 기념물은 기념 미술에서 순수 추상의 한계를 보여주었다.The Holocaust by National Socialism party in Germany during World War II has been memorialized in many countries in various forms with different significances. The commemoration of the Holocaust victims in Germany, is unique in its nature; it is the confession laden with guilt about the crimes that they committed. In 1988, a citizen group proposed to construct a national Holocaust memorial, and the federal government, who wanted to promote a positive national identity of a united country (the Berlin Wall fell down in 1989), supported the idea of the new memorial. Despite of a shared concern that the finished monument could finish the memory itself, the Berlin Holocaust memorial, called the Memorial for the Murdered Jews of Europe, now has been completed and it was open to the public on 12 May 2005.
The controversy of the Berlin Holocaust memorial involved national politics, competing theories of memorial art, and the artistic visions of artists who participated in the two competitions held in 1995 and in 1997. The discussions were mainly focused on the questions of the necessity of another Holocaust memorial and, if necessary, the message of the memorial, and the problem of the representation of the Holocaust. When they admitted the necessity of the memorial to remind xenophobic younger and future generations of the deplorable deeds done in the name of the country, they recognized that it should be an admonishment rather than a landmark to remind the past, and that the memorial should be anti-redemptory.
Artists and experts in memorial art found that abstraction best serves for the newly defined memorial. Because of the changing nature of memory, the realistic representation of the Holocaust imageries, creating a common memory, does not seem to be viable in a postmodern age. Minimalist abstraction and its pliancy is considered as more successful than representation or record of the past to keep memory enduring the pass of time. The pliancy of a memorial is, in other words, the openness to multiple interpretations. Ambiguity or opaqueness gains a positive meaning in the discourse of memorial.
The subtle and intentionally mute design of the Holocaust Memorial was the outcome of the theoretical and artistic efforts to find an appropriate way of commemorating the Holocaust in a postmodern age. Designer Eisenman calls it a “silent memorial.” Instead of presenting visual reference of the Holocaust, he chose to create an experience of disorientation in the repetition of the stone pillars, which stands for the sensibilities of the post-war generations in Germany regarding their past. The visitor, however, fails to connect himself to the past memory.
It was acclaimed for its conceptual brilliance as well as the unprecedented abstract design, but also criticized for its “silence” to what the memorial is about. The silence of the memorial was a response to the ineffability of the Holocaust, but was read as “the total anonymity.” Erased individuality and blank face of memory resulted in the failure of the communication with the public. The memorial shows the limit of pure abstraction in memorial.
