정책 결정과정에 시민의 참여와 합의형성을 촉진하여 새로운 통치 및 관리체계를 구성하려는 굿 거버넌스(good governance)는 정부실패와 시장실패를 극복하는 방안으로 모색되고 있다. 그렇다면 굿 거버넌스를 달성하기 위한 조건들은 무엇인가? 본 연구는 굿 거버넌스 지표를 정보사회를 위한 국가와 시민사회의 새로운 규제정책에 적용하여 인터넷 정책 결정과정의 거버넌스와 그 실현 정도를 분석하고 있다. 본 연구는 한국의 정책결정과정에서 굿 거버넌스를 평가할 기준으로 전문성(specialization), 조정력(mediation), 효율성(efficiency), 일반 시민의 참여성(participation), 네트워크(network), 투명성(transparency) 그리고 반응성(responsiveness)을 선택하고 하위 세부 지표들을 다시 구체적으로 제시하고 있다. 2000년대 후반 논란이 되었던 인터넷 규제 정책인 제한적 본인확인제와 미디어법을 연구대상으로 하여, 각 정책결정과정을 분석하고 굿 거버넌스 수준을 비교?평가하였다.Good governance has become an effective alternative to the traditional ways of decision making process. Good governance, which facilitates civic participation and aims for the responsive governing, is recognized as a solution to overcome the failures of government and market in Korea. Korean government has adapted the governance measures to the decision making processes to get over the problems of bureaucracy. This paper selects six different requisites ― specialization, mediation, efficiency, participation, network, transparency and responsiveness ― for the good governance and applies them as the criteria to evaluate the decision making process of internet regulation policies in the late 2000s in Korea. This paper assesses if the decision-making processes of the Internet policies such as 'Online Identity Verification System' and 'Media Acts' can be classified as the "good governance."
