이 연구는 공영방송 수신료에 대한 미디어 보도의 메시지 특성과 수신료에 대한 납
부자들의 전반적인 인식수준을 살펴봄으로써 방송 수신료 인상에 대한 사회적 합
의방안에 대한 가능성을 탐색해 보고자 하였다. 이를 위해 미디어 보도에 나타난
방송 수신료에 대한 사회 환경적 요소와 메시지 속성, 방송 수신료에 대한 납부자
의 정보접촉 여부와 경로, 수신료 전반에 대한 납부자의 상황인식에 대해 분석을
실시하였다. 분석결과를 정리하면 다음과 같다. 첫째, 미디어 보도에 나타난 방송
수신료에 대한 사회환경적 특성은 정치, 경제, 사회적 요소를 포괄하는 형태로 규
정되어졌는데, 이는 수신료 인상에 대한 공중 PR이 단편적으로 이뤄질 수 있는 문
제가 아니라는 점을 보여준다. 둘째, 방송 수신료에 대한 미디어 보도 속성은 이익
과 손실 프레임 어느 한쪽으로 확연히 두드러진 편은 아니지만, 이익 속성 프레임
이 상대적으로 높다는 점에서 수신료에 대한 공중 PR 커뮤니케이션은 ‘수신료 인상
=이익’이라는 관점에서 접근할 필요성이 있음을 시사해 준다. 셋째, 방송 수신료
에 대한 정보 접촉 비율이 매우 낮게 나타났다는 점에서 수신료에 대한 정보 노출 전략이 시급하다는 점을 이 연구는 시사해 준다. 넷째, 방송 수신료에 대한 전반적
인 정보나 사실에 대해 연령대별로 그 인식 차이가 뚜렷이 나타났다는 점에서 수신
료에 대한 세그멘트별 PR 전략이 수행될 필요성이 있다는 점을 시사한다. 이 연구
는 최근 사회적 이슈로 부상한 공영방송 수신료에 대한 미디어 보도의 메시지 특성
과 수신료에 대한 공중의 인식조사를 체계적으로 분석하고 토론하였다.This study was designed to grasp the message characteristics of the media
coverage on license fee of public broadcasting and payers’ overall
recognition level of license fee. It was also aimed at tapping the possibility
of a socially agreeable plan on a hike in broadcasting license fee.
To this end, we carried out the analysis of social and environmental
factors about broadcasting license fee appeared on the media coverage,
attribute of messages, whether or not payers made information contacts on
broadcasting license fee, and payers’ situation recognition of overall license
fee.
The followings are the results of the analysis. Firstly, social and
environmental characteristics of broadcasting license fee appeared on the
media coverage were described as the form comprising political, economic
and social factors. It indicates that public PR about a hike in license fee is
not a problem which can be solved fragmentarily. Secondly, the attribute
of media coverage about broadcasting license fee did not clearly lean
toward one direction between profit and loss frames. However,
considering that profit attribute frame is relatively high, it indicates that
public PR communication on license fee needs to be approached from the
viewpoint of “a hike in license fee=profit.” Thirdly, this study shows that an
information disclosure strategy about license fee is urgent, taking into
account what the information contact ratio on broadcasting license fee was
very low. Fourth, it indicates that PR strategy by segment about license fee
needs to be carried out, considering the fact that there were clear differences in recognition of overall information and facts about broadcasting license
fee according to age level.
Through this study, we analyzed systematically and engaged in
discussions about message characteristics of media coverage on public
broadcasting license fee, which was recently emerged as a social issue, and
the recognition of general public on license fee.
