본 논문에서는 지상파방송의 공공재적 특성으로 인하여 방송 광고 판매가 방송사
재원으로 도입되어 작동하는 경제학적 원리를 통해, 미디어랩의 도입 필요성과 도
입 시 경쟁구조 및 소유구조에 대한 합리적 방안을 연구했다. 연구해본 결과, 미디어랩은 방송사의 직접 광고 판매보다 거래비용을 증가시키는 측면이 있으나 방송사와 광고주 간 상호 영향력을 줄일 수 있다는 점에서 방송 공익성 차원의 존재 정당성이 있는 것으로 나타났다. 그러나 공·민영미어랩 제한경쟁체제는 민영방송사의 독점력을 고려할 때, 차선책으로 1개의 민영미어랩 도입으로 쌍방독점구조를 형성함으로써 민영방송사의 협상력을 상쇄하는 것이 합리적인 방법이 된다. 다수의 미디어랩이 도입되어 완전경쟁체제가 만들어진다면 방송사가 미디어랩을 자회사로 보유할 것인지 여부는 방송사의 결정에 맡길 수 있다. 즉, 방송사는 미디어랩의 전문성 효과와 거래비용의 증가를 비교해 자회사 또는 내부 부서의 결정을 내리게 하고, 규제기구는 미디어랩 간의 경쟁을 보장함으로써 수직적 구조 때문에 발생할 수 있는 수직적 제한이나 경쟁사 비용 올리기와 같은 반경쟁효과를 제거하는 것이다.This paper reconsiders the functions of KOBACO for terrestrial broadcast
advertisement sales in a view of economics and studies pros and cons of
various ways of introducing competition to the ‘media rep’ system in Korea. It
is found that media reps can increase transaction costs compared to direct
sales system of broadcasting companies, but it is justified to exist in that it can
promote public interest by reducing mutual influence between broadcasters
and advertisers. If public-private media rep system were introduced, it would
be desirable to suppress monopoly power of private broadcasters by making
bilateral monopoly between one private media rep and private broadcasters.
Terrestrial broadcasters can be allowed to decide whether to have media reps
as subsidiary companies as far as media rep market is in perfect competition.
That is, terrestrial broadcasters may choose to have a media rep as a subsidiary, a division, or a contractor by comparing specialization effects and
transaction costs. In this case, regulators should monitor anti-competitive
behaviors, such as vertical constraints or raising rival’s costs.
