본 연구는 신문 산업의 하부단위를 구성하는 신문배달원의 노동조건과 복지상황에 대해 분석했다. 연구결과 한국 신문배달원의 노동조건은 다른 국가와 비교하여 제도적 법적으로 큰 차이가 없었으나, 실질적으로는 매우 열악한 노동조건에 놓여 있었다.한국의 신문배달원은 법적으로 신문지국과 도급관계에 있는 자영업적 소형택배사업자였다. 그래서 노동자로서의 권리를 보호받지 못한다. 그러나 이들이 수행하는 노동은 독립적이지 않고 의존적이고, 합법적인 노동보다는 불법적인 노동의 성격이 강했다. 한국의 신문배달원은 노동법에서 보장한 사회보장제도에 편입되어 있지 않다. 그래서 노동을 하다가 다치면 개인적으로 모든 비용을 부담한다. 특히 노동조합이나 신문배달회사에서의 이들의 노동조건 개선을 위한 체계적인 지원도 없다. 신문배달원의 노동조건을 개선하고 이들에 대한 복지를 개선하기 위해서는 ① 정부차원의 비정규직 노동자에 대한 사회적 안정망 강화와 ② 정규직 노동자를 중 심으로 조직화된 노동조합의 비정규직 노동자에 대한 노동연 대가 필요하다.This study analyses the working conditions and the welfare system of the newspaper delivery boys who form the lower segment of the newspaper industry. The study shows that the working conditions of Korean newspaper delivery boys are very poor, even if compared to other countries, there is no big difference in the system or law. The Korean newspaper delivery boys are self-employed home delivery service entrepreneurs who are legally signed with newspaper branch offices. Therefore, their rights as a worker are not protected. The work they carry out is not independent but dependent. Rather than showing the traits of a legal work, the characteristics of an illegal work are very apparent. Korean newspaper delivery boys are not included into the social welfare system which is part of the working law. When an injury occurs during work, the newspaper delivery boys have to pay all the hospital bills by themselves. Especially within labor unions or paper delivery companies there was no systematic support to improve their working conditions. In order to improve the working conditions of newspaper delivery boys and to promote welfare policies for them, it is necessary to 1) strengthen the social safety net for non-regular workers on a government level and to 2) create working solidarity of the organized labor unions for the non-regular workers with the regular workers playing an active part in this.
