이 논문은 지난 2010년 11월부터 약 4개월 동안 지속됐던 구제역 재난 사례를 분석대상으로 한다. 이 사례를 통해서 위기관리 과정에서 나타난 정부의 조직화된 무질서의 양상을 찾고 그 원인으로 조직들 사이의 의사소통 행태에 주목하였다. 정부의 검역 및 방역 시스템은 여러 조직들이 복잡하게 연결되어 있는 대표적인 다조직적 협력구조로서 위기시 긴밀하게 작동하는 것이 중요하기 때문이다.
분석결과, 정부 조직들의 의사소통상 정책혼선과 책임회피가 쌓여 행정지연을 낳고 이것이 누적적으로 쌓이면서 조직화된 무질서 상황은 강화되고 있었다. 더불어 앞 단계의 조직간 소통의 문제가 다음 단계의 문제로 이어지면서 현 시스템의 처리 능력을 넘는 상황으로 급속히 악화되며 새로운 문제를 발생시키고 있었다. 구제역 위기 시 다조직적 의사결정시스템이 작동하는 과정에서 수직적으로는 중앙정부로부터 지자체에 이르는 동안 위기의 심각성이 희석되었고 공유해야할 중요
정보가 배제되면서 나타났으며 수평적으로는 주요 부처들이 위기 해결을 위해 참여하고 있었으나 다양한 문제해결의 가능성을 제시하거나 이견을 조정하는데 침묵하였다. 즉, 이번 구제역 재난사례에서 문제 해결을 위한 절차도, 조직도 있었으나 제대로 작동하지 못했던 기반에는 기존에 존재하던 의사소통상의 취약성이 위기를 만나 정책혼선, 책임회피, 그리고 행정지연을 낳았고 이 과정을 제어했어야 할 컨트롤 타워는 기대와 달리 부실하게 작동하였던 것이다. 이견 조정의 한계와
부처 간 차례 기다리기식 대응은 위기의 악화와 새로운 문제의 등장을 낳으며 위기관리의 악순환을 벗어나지 못했던 것이다.This paper tries to describe an outbreak of Foot-and-Mouth Disease during four months since November 2010. The purpose of this study is to explore the behavior of organizations in government and to search for the patterns of organized-disorganization in the process of crisis management during the outbreak of FMD. Since cooperation among related organizations can
be more important to control and overcome the crisis, we have to focus on a structure of communication among them. The result of analysis shows that confusion and avoidance in government agencies under the crisis have caused administrative delay in the process of inspection and quarantine and as the results, the crisis has grown worse. As these behavioral
patterns among agencies of central and local governments have been accumulated, they failed to stop diffusion of FMD. Especially, it highlights the role of control tower in crisis management. Even though the control tower for FMD in the central government has to balance different opinions among the agencies and to attract various solutions from them, there was disorganization such as policy confusion and avoidance of accountability. This study thus suggests that president-centered national crisis management system to enhance coordination and cooperation among government agencies in dealing with emergency situation.
