후쿠시마 원자력발전소 사고 이후 일본은 원자력정책의 전면 재검토를 선언하였고, 독일, 스위스 등 유럽국가는 원자력 폐기정책을 발표하였다. 후쿠시마 원전사고가 우리에게 주는 교훈은 전원상실 시의 원전의 안전태세 점검, 초기대응 매뉴얼(비상대응 체계 구축)의 작성, 국가 레벨의 긴급 시의 의사결정 프로세스의 확립, 원전사고시의 정보제공 및 정보공유의 방법 등 여러 가지가 있지만, 원전의 안전관리를 최우선으로 하는 국가의 정책전환이 가장 중요하다고 할 수 있다. 또한 원자력 안전규제의 독립성, 자율성과 원자력 행정조직의 구심점을 확보하는 행정체계의 변화가 필요할 것이다.
또한 한중일의 원자력협력 네트워크의 구축이 시급한 과제로 부상했다. 한중일 원자력협력공동체 구상은 민감한 정보의 공유, 각국의 산업보안문제 등의 과제를 안고 있으나, 포스트 후쿠시마 시대를 열어가기 위한 중요한 전진이 될 것이다. 특히 한중일이 원전 정보교류 및 원자로 비교연구, 안전성 평가 등 평상시에 가능한 협력체계를 만들고 이와 동시에, 원전사고 시 3국이 즉각 공동대응 할 수 있는 비상시의 협력체계를 결합시키는 공동체 논의를 개시하여야 할 것이다. 포스트 후쿠시마 시대의 한중일 협력과 국제협력을 한국이 주도하기 위해서는 2012년 핵안보 정상회담을 적절히 활용하여, 한국이 리더십을 발휘하는 핵안보 정상회담이 되어야 할 것이다.After the Fukushima nuclear accident, the Japanese government declared to review its nuclear power policy completely. Germany, Swiss and other European countries officially announced their intentions to phase out nuclear power. From the Fukushima nuclear accident, we should learn that there is a great need for inspecting safety status of nuclear power plants during a power outage, preparing an initial reaction manual (setting up an emergency response system), establishing an emergency decision making process at a national level and providing and sharing information effectively in case of a nuclear accident; however, a policy switch which puts the safe management of nuclear power plants is the most crucial one. Moreover, changes in the administration system which secure independence and autonomy of nuclear power safety regulations and the pivot of the nuclear power administrative organization are needed.
In addition, creating a nuclear power cooperation network among Korea, China and Japan emerged as the most urgent task. The conception of Korea, China and Japan as a nuclear power cooperation community needs to overcome issues such as exchange of sensitive information and industrial security problems; however, this attempt will be an important step forward which prepares for an era after the Fukushima accident. Korea, China and Japan should build a cooperation system for exchange of information on nuclear power plants, comparative study of nuclear reactors and stability assessments at ordinary times. At the same time, a community discussion which enables a combined emergency cooperation system through which the three nations can immediately respond to a nuclear accident should start. Korea should make full use of and demonstrate its leadership at the 2012 Nuclear Security Summit in order to lead the cooperation of Korea, China, Japan and the rest of the world in the post-Fukushima era.
