본 연구는 국제회계기준(IFRS) 및 신국제감사기준(New ISA)의 도입에 따른 감사환경의 변화를 살펴보고, 이에 따른 회계감리제도의 바람직한 개선방향에 대해 논의한다. 이를 위해 본 연구는 문헌검토 및 해외사례 비교분석, 회계감사업계와 및 감독기관과의 면담조사를 수행하였으며 이를 토대로 다음과 같은 회계감리제도 개선방안을 제시하고 있다.
첫째, 회계감리에 대한 회계법인과 감사인의 심각한 견해차이로 인해 심사, 감리, 조사의 개념이 불분명한 부분이 있으므로 근거법을 정비하여 감사보고서 감리라는 표현을 사용하지 말고 재무제표 심사 및 조사, 감사품질관리감리 및 감사인 조사기능으로 감리체계를 개선하는 것이 필요하다. 둘째, 정밀감리의 대상을 선정하기 위한 사전단계로 심사감리를 시행하기 보다는 회계정보의 모니터링 및 정정공시를 유도하기 위한 공시위주의 재무제표 감독기능이 강화되어야 한다. 셋째, 품질관리감리를 해외 선진국 수준으로 강화하고 품질관리감리 결과에 대한 공시, 징계 등에 관한 법령정비와 조직개편을 고려하여야 한다. 넷째, 감사인에 대한 징계수준을 결정함에 있어서 기업회계기준 위배정도의 크기보다는 회계감사기준 위배수준에 따라 처벌수준이 결정될 수 있도록 해야 한다. 마지막으로, 국제회계기준 도입에 따라 금감원이 준비하고 있는 사전심사제도 및 패널제도는 원칙중심의 회계원칙 하에서 불가피하게 발생하는 실무적 혼란을 선제적으로 감소시키기 위한 최선의 대안을 모색하고, 회계정보의 정정공시와 추가공시를 유도하는데 기여하는 제도가 되어야 한다.
본 연구내용이 변화된 회계, 감사환경에 적절하게 대응하며 우리나라 회계감사의 품질을 제고할 수 있는 바람직한 감리제도를 마련하는데 도움이 되기를 기대한다.This paper reviews the change in audit environments as IFRS and New ISA are introduced and then discusses the ways to improve audit reviews by Financial Supervisory Services (FSS). We make comparisons of audit review systems in the accounting-advanced countries, review the academic research in the audit review literature, and have in- depth interviews with review partners of Big 4 audit firms and high-rank officials of FSS. Based on this process, we make the following suggestions.
First, we find that there is a serious disagreement over the notions of audit review such as inspection, review, and investigation between accounting practitioners and regulators. We suggest that it is necessary to restructure the audit review system by separating inspection of financial statements from review of audited financial statements. Second, regulators should focus more on the monitoring role of reinforcing additional disclosures in case of defective financial statements rather than the selecting role of auditors as a way to review the audited financial statements. Third, FSS should consider the emphasis of quality control of audit firms, the disclosures of quality control results, and the restructuring of the FSS organization. Fourth, The discipline level of auditors should be based on the degree of violation of auditing standards rather than the extent of noncompliance of accounting standards. Finally, FSS should consider the best practice of pre-clearance and panel system in order to reduce confusions in practice under the principle-based approach.
We expect this study help accounting regulators and practitioners be better prepared for the changing environments of accounting and auditing and be ready for the audit review system appropriate for the new environment.
