대북 인도적 지원은 현재 우리 사회에서 첨예한 보혁갈등의 주제가 되고 있다. 한 마디로 인도적 지원은 남북화해·협력에 도움이 되어 무방하지만, 인권문제 제기는 북한을 자극하므로 피해야 한다는 단선적·이분법적 사고는 옳지 않다. 이와 관련, 인도적 지원은 식량권·생존권 증진에 기여하며, 인권 개선은 그 자체 인도주의 구현을 위한 중요한 수단이라는 통합적 시각이 절실하다. 이런 점에서 대북 지원과 북한인권 개선을 병행 추진하는 것이 타당하다고 하겠다.
앞으로 인도적 지원, 특히 식량지원은 차별적으로 접근, 추진하는 것이 남북관계 개선은 물론 여타 인도적 사안의 해결을 위해서도 필요하다. 일정 규모 이하의 식량 지원(예컨대 3~5만톤)은 순수 인도주의 구현 차원에서 무상으로 실시하되, 그 이상의 추가적 지원은 이산가족·국군포로·납북자문제의 진전에 보조를 맞추어 인센티브 차원에서 제공하는 것이 타당하다고 할 것이다. 나아가 북한 주민의 인권은 끝까지 외면하면서 누구에게 갈지도 모르는 인도적 지원만 일방적으로 추진했던 기존의 방식을 재고해야 한다. 중·장기적으로는 탈북자의 인권, 일반 북한 주민의 인권과 추가적인 대북 지원의 연계도 고려할 수 있을 것이다.Recently humanitarian aid to North Korea has become a main issue of the so-called "South-South Conflict between the Conservatives and the
Progressives in the Republic of Korea. Single-track thinking is improper that humanitarian assistance is helpful to inter-Korean exchanges and
cooperation, while raising human rights issue is not recommendable because such an act only irritates North Korea. Related to this matter,
integrated approach is absolutely necessary. Namely, the former is conducive to right to food or right to existence and the latter itself is one
of the important means to realize humanity or satisfy humanitarian needs. Therefore, South Korea should drive forward in parallel not only
providing humanitarian articles but also promoting North Korean human rights in this perspective. Afterwards, food assistance must be made discriminately for North Korea in order to improve inter-Korean relations substantially. In other words, South Korea could afford not more than food of a fixed scale(for example, 50 thousand tons) on the purely humanitarian level. But more food should be given to North Korea in a connected manner on the condition that it makes North Korean human rights improvement possible, including solving the issues of dispersed families, South Korean POWs and abductees now residing in North Korea. The purpose of this paper is to suggest desirable plans for the military reform to meet the established direction of the constructive integrated logistics by diagnosing the environmental factor of the internal and
external military, and to analyze the conditions of the logistics system. First, the leading project for rebuilding logistics is to analyze each
military service independently of the operating status of the supply depots through the analysis of potential efficiency of logistics processes and
suggest optimal logistics network rebuilding plan like central logistics center and local logistics center. Second, the optimal plans are suggested through analyzing key factors of the supply depots of each service in terms of support missions, level of modernization, supply level, support items, and information level. Finally, the directions for innovation of each class were suggested to minimize pipeline stocks through downsizing the logistics structure.
