본 연구는 회계정보의 질을 평가하기 위한 포괄적인 측정방법을 개발하고 이 측정방법을 이용하여 한국기업의 회계정보의 질을 평가하기 위하여 시행되었다. 우리는 회계정보의 질에 대한 측정방법을 개발하면서, 사업보고서와 감사보고서의 공시정보에 초점을 맞추었다. 본 연구의 목적은 기업의 회계투명성과 관련이 있는 잠재적인 요소들을 검증하여 회계투명성지수를 개발한 후, 이를 이용해 2011년 현재 한국거래소 및 코스닥 시장에 상장된 기업들의 회계투명성을 측정하는데 있다. 우리나라의 경우 일부 연구들에서 공시의 질 관련 항목들을 부분적으로 검토한 바 있지만, 포괄적이고 체계적으로 사업보고서와 감사보고서 공시사항을 검토한 연구는 없었다.
특히 본 연구에서는 거래소 상장기업과 코스닥 상장기업에 대하여 3단계의 절차를 통해 회계투명성을 측정하였다. 첫 번째 단계에서 우리는 회계부정, 횡령과 배임, 비적정감사의견, 당기순손실 및 영업손실 발생 등의 회계투명성에 문제가 있거나 재무적으로 우량하지 않은 기업들을 추출하였다. 그리고 두 번째 단계에서 첫 번째 단계를 통과한 기업들을 대상으로 사업보고서, 감사보고서, 기타 공시사항의 회계정보의 질을 측정하는 체크리스트를 적용하여 평점을 부여하였다. 세 번째 단계에서는 두 번째 단계를 통해 선정된 상위 100대 기업을 대상으로 분기검토 들 추가적인 사항을 반영하였다.
본 연구는 회계투명성 및 회계정보의 질에 대한 포괄적인 측정방법을 제시하였다는데 학계와 실무계에 기여를 할 수 있을 것으로 생각된다. 또한, 회계투명성과 관련된 선행연구와 달리 본 연구는 회계정보이용자에게 공시되는 사업보고서와 감사보고서의 공시정보를 직접 검토하였다는데 차별점이 있다.In this study, we develop the comprehensive measure of accounting information quality and use the measure to evaluate a firm's accounting information quality in Korea. We focus information from Annual Report and Auditor's Report to construct the measure of accounting information quality.
Specifically, we use three-steps approach to apply the measure to firms listed in Korea Composite Stock Price Index(KOSPI) and Korea Securities Dealers Automated Quotations System(KOSDAQ). In the first stage, we eliminate firms with significant bad signals such as frauds, crimes, non-unqualified audit opinions, losses, etc. Then, in the second stage, we apply the measure of accounting information quality to firms passed through the first stage, and rank the firms based on the scores using the measure. Finally, in the third stage, we focus on top 100 firms from the second stage, and apply additional criteria such as discretionary accruals, regulations and tax issues, etc. At the end of the third stage, we re-rank top 100 firms with the revised scores adjusted by the additional criteria.
We believe that this study makes an important contribution to academics and practitioners in that this study provides a comprehensive measure of accounting information (or financial reporting) quality that can be used by both academics and firms. Unlike prior studies, this study focuses on information from Annual Report and Auditor's Report available to the public.
