중국은 WTO 가입 후인 2003년부터 다수의 FTA를 체결함으로써 외견상 다자적·지역적 차원에서 시장자유화에 주력하고 있는 모습을 보이고 있다. 하지만 중국은 거대시장이라는 상업적 가치에도 불구하고 제도적으로는 여전히 유·무형의 무역장벽이 많은 시장으로 알려져 있으며, 특히 국가안보 및 여론형성과의 관련성이 높은 방송통신시장의 개방에 대해서는 극히 소극적인 입장을 취해 왔기 때문에 금년 예정된 한중 FTA협상의 귀추가 주목된다. 본고는 최근 수년간 중국이 체결·발효시킨 주요 FTA의 통신서비스, 방송서비스, 컴퓨터·관련서비스 분야의 시장개방 양허내용을 중국의 WTO 가입협정 양허내용과 각각 비교 분석함으로써 중국의 방송통신 분야 무역장벽 및 시장자유화 전략을 파악한다.
분석결과는 중국이 외견상 범세계적 FTA 대열에 동참하고 있음에도 불구하고, 실제로는 WTO 다자통상체제를 우선하는 가운데 방송통신 분야의 시장자유화에 대해 극히 소극적임을 확인해 준다. 그리고 이러한 중국의 전략 기조가 향후 한중 FTA에서 번복될 가능성이 제한적이라는 점에서, 우리 정부가 협상의 일괄타결 차원에서 무리하게 방송통신 분야에 대한 절충점을 모색함으로써 일방적인 시장개방 리스크에 노출되기보다는 다수 국가들과의 공조를 통해 우리나라의 협상력을 높일 수 있는 DDA협상으로 쟁점의제 논의를 예정하는 방안을 신중히 고려해야 한다.Joining the WTO, China seems to promote market-opening at the multilateral dimension and regional as well by signing a series of FTAs since 2003. However, it is widely accepted that China, in spite of the commercial merit arising from its huge market, maintains various tangible or potential trade hurdles to overcome. In particular, communications is recognized by Chinese government as a sensitive sector of high linkage with the national security and the formation of public opinion, so that it has been reluctant to liberalizing communications market. That said, there is a keen interest on how things turn out in the Korea-China FTA negotiations to be scheduled to launch this year. In this context, this paper is to analyze China's market-opening commitments on telecommunications, broadcasting, and computer and related services in the FTAs that have been signed by China and gone into effect during recent several years, vis-a-vis its commitments at the time of the WTO accession. This would allow us to probe further into the main features of China's trade barriers and market-opening strategies in communications. The research outputs show that China counts the multilateral WTO regime, regardless its entrance into worldwide FTA march, and is quite passive in opening its communications market. Moreover, China is not likely to give up this strategic stance at the upcoming Korea-China FTA. Based upon the speculation, it is suggested for the Korean government to seriously consider consulting key issues on communications at the DDA negotiations where Korea could increase its bargaining power through the collaboration with other countries, instead of being exposed to the risk of unilateral market-opening by forcing itself to seek a compromise as a matter of single-undertaking in the FTA negotiations with China.
