여성고용 개선을 위해 시행되는 주요 제도는 미국과 호주의 정부계약 준수와 같은 인센티브제도와 EU의 성 주류화 정책하의 사회적 협약 제도로 대별된다. 본 연구에서는 국내 적극적 조치 정책의 개선을 위한 정책적 시사점을 도출하고자 위 두 종류의 제도를 비교·검토하였다. 여성고용환경의 실질적 개선을 위한 적극적 조치 실시를 위해서는 정보 제출 의무 강화, 비준수시 법적 제재수단 확보, 일·가정 양립정책과의 조화, 그리고 노동현장에서의 실질적인 임금격차 해소 노력이 중요한 것으로 나타나고 있다.This paper compares two different approaches to affirmative action, the incentive based approach of the US and Australia, and the social contract based approach of the EU, in order to elicit policy implications to improve related policies in Korea. It is shown that to make affirmative action effective it is important to 1) strengthen information gathering activities, 2) adopt penalties for non-compliance, 3) integrate affirmative action programs with other policies regarding family and women and 4) consider incorporating affirmative action issues into wage contracts.
