2008년 2월 이명박 정부가 출범하면서 기존의 18부 4처 18청을 15부 2처 18청으로 통합 및 축소하는 정부조직개편을 실시하였다. 부처통합 후, 이명박 정부는 조직융합관리의 시행을 통해 통합부처의 화학적 결합을 도모하고자 하였다. 이와 같은 노력에도 불구하고, 현재까지 정부의 조직융합관리가 어느 정도의 효과를 달성하였는가에 대한 실증적인 연구는 진행되지 못하고 있는 상황이다. 따라서 본 연구에서는 부처통합 후, 정부의 조직융합관리가 조직효과성에 어떠한 영향을 미쳤는가를 실증적으로 분석하고자 하였다. 통합부처 공무원들에 대한 설문조사를 바탕으로, 본 연구는 구조방정식모형을 적용하여 조직융합관리가 조직효과성에 미친 영향을 살펴보았다. 연구결과, 조직융합관리는 조직만족, 비용절감, 그리고 정책기능의 원활화 등에 긍정적인 영향력을 행사한 것으로 나타났다.In February 2008, the newly elected president of Korea, Lee Myung-bak integrated and reorganized government ministries and offices to attain a "small and strong" government and enhance organizational effectiveness. To solve the side effects of integrating ministries, the Lee Myung-bak administration utilized post merger integration(PMI) approaches. Researchers and practitioners in public management have continuously argued that PMI promised to increase organizational effectiveness and solve the problems of merging ministries. However empirical studies examining the effects of PMI on organizational effectiveness are rarely found. Thus this study aims to empirically determine the effects of PMI on organizational effectiveness.
Based on survey results drawn from public employees working at four integrated ministries in the Korean central government, structural equation modeling(SEM) was employed to examine the causal relationship between PMI approaches and organizational effectiveness. The results showed that PMI approaches lead to increases in organizational effectiveness. The positive effects of PMI on job satisfaction were relatively larger, whereas the effects on cutting costs and on harmonious policy-functioning were smaller than those on job satisfaction.
