본 연구는 2010년도에 4개 교육청에서 실시한 총액인건비제도 시범운영을 평가하고 제도 보완을 위한 시사점을 도출하기 위해 수행되었다. 이를 위해 조직부분, 인력부문, 인건비 부분에서 13개 시·도교육청 조직진단·평가지표의 일부가 활용되었으며, 시범운영 교육청 방문 및 면담이 병행되었다. 분석결과, 시범운영 기간이 짧고 정책 집행과정에서 구성원들의 인식 부족, 시 도의회와의 갈등 등으로 총액인건비제도의 취지에 맞는 운영이 매우 어려운 점이 발견되었다. 또한 진단지표 적용시 세부 지표는 수정, 보완해야 할 부분이 있었다. 시범교육청에서는 중기인력운용계획이 지방교육재정계획 및 조직개편과 연관성 있게 세워지지 못하고 있는 점도 한계로 나타났다. 이러한 시범운영 평가의 결과를 종합하여 향후 총액인건비제도가 지방교육행정기관에 확대되기 위해서는, 2차시범운영에 대한 평가, 진단지표의 지속적 수정, 보완 및 총액인건비제도 시행에 따른 조직운영의 책임성 확보 장치 등이 필요함을 제언하였다.This study was performed in order to analyze performance and problem
about the pilot operation of the lump-sum personnel expenditure system,
which was carried out by 4 Offices of Education in 2010. For this, a part of
organization diagnosis index for the Local Offices of Education was utilized.
A visit and an interview with the Local Offices of Education in pilot
operation were carried out side by side. As a result of analysis, it was
discovered that the operation in line with the purport of the lump-sum
personnel expenditure system is very difficult due to the short period of pilot
operation, to members' lack of recognition in the policy execution process,
and to a conflict with the local councils. Also, the detailed index given the
application of diagnosis index had a part that will need to be modified and
supplemented. The limitation was indicated even to which the model Local
Office of Education is failing to be established the mid-term manpower
operating plan in association with regional educational finance plan and
reorganization. Synthesizing the results of this pilot-operation evaluation, to be
expanded the lump-sum personnel expenditure system into the regional
educational administration institution, the necessity was suggested for the
evaluation on the secondary pilot operation, for the continuous modification &
supplementation in diagnosis index, and for a device of securing
accountability of organization operation according to execution of the
lump-sum personnel expenditure system.
