역사적으로 섬(도서)은, 바다(해양)와 연동되어 혹은 소통의 징검다리로 기능하기도 하고, 혹은 고립의 공간으로 남기도 한다. 해양활동이 활발했던 고려 이전(‘해양의 시대’)에 섬은 국제해상교역의 거점으로 기능했고, 해양활동이 금지되었던 조선시대(‘海禁의 시대’)엔 섬은 사람이 살수 없는 고립의 공간으로 전락했다. 이렇듯 ‘섬과 바다’(도서해양)의 역사에 나타나는 소통성과 고립성의 두 대립적 개념은, 두 가지 상반된 가치를 내포한다. 전자가 교류를 통한 변화의 가치를 내포한다면, 후자는 단절을 통한 ‘원형문화’ 보존의 가치를 내포한다. ‘해양의 시대’ 동아시아 해상교류의 거점포구로서의 흔적이 남아 있는 흑산도 읍동마을의 경우전자의 대표적 사례로, 진도의 다시래기나 비금도의 밤달애 등은 후자의 대표적 사례로 꼽을 수 있겠다.
우리나라 60% 이상의 섬이 밀집되어 있는 서남해역, 즉 ‘목포권’은 도서해양이 활성화된 ‘해양의 시대’엔 번영을 구가했고, 도서해양이 쇠퇴한 ‘해금의 시대’엔 퇴락을 면치 못했다.
또 한번 ‘해양의 시대’를 맞은 오늘날 ‘목포권’은 새로운 기회를 맞게 되었다. 우선 그 기회를 인식하는 것이 필요하다. 그렇지만 이보다 더 중요한 것은 ‘목포권’ 도서해양문화의 가치를 창조적으로 재인식하는 일이다. 이를 위해 도서해양의 상반된 두 가치, 즉 소통성의 상징인 변화의 가치와 고립성의 상징인 보존의 가치를 융합시키려는 노력이 필요하다. 그리고 이를 통해 변화와 발전의 전기를 마련함과 동시에 원형문화를 보존 및 활용할 수 있는 방안을 강구하고, 도서해양문화를 ‘하나이면서 둘’인 상생적 세계로 재창조할 수 있다.In history, island functions as a bridge of the communication, connected with

In ‘the maritime era’, before Koryeo dynasty, islands functioned as the base of the international marine trade, and during the Chosun dynasty, when the marine activity was prohibited, the island has turned into the isolated place where people cannot live. Like this, two comparative conception of the communication and isolation in the history of ‘the island and the ocean’ includes two different values. When the former includes the value of the variation through the interchange, the latter includes the value of the preservation of the ‘original culture’ through the severance. For instance, Eupdong village in Heuksan island where includes the trace of the base port in the East Asia marine trade during ‘the maritime era’ is the shining example of the former case, and the Dashiragi of Jindo or Bamdarae of Bigeumdo can be the representative example of the latter case.
During ‘the maritime era’, ‘Mokpo aera’ where more than 60% of Korean islands
are located, faced the prosperity, while they had to recede in ‘the era of the marine prohibition’ when the island and ocean culture has receded. In thesedays Mokpo area has faced the new opportunity when the ‘Mokpo area’ has faced ‘the maritime era’. First, it is necessary to perceive the chance. However, it is more important to creatively understand the value of the ocean and island culture of the ‘Mokpo area’. For this, people should try their best to combine two different values, the value of the variation which represents the communication and the value of the isolation which represents the preservation. Also, for this, people should prepare the variation and the development and consider about the way to preserve and practically use the culture, then they can recreate the island and marine culture into the ‘win win culture’.
