The purpose of this study was to build a model of teacher perceptions of the national curriculum and its implementation. Data were gathered through semi-structured interviews with six elementary school teachers. Employing the grounded theory designed by Strauss and Corbin, this study investigated the casual and contextual conditions, core category, implementation strategies, and consequences of the central phenomenon. Teacher resistance to the national curriculum was found as the central phenomenon of this study. Teacher resistance was categorized into three types: disinterest, negativism, and distrust. Teachers' resistance was formed by several constraints such as organizational, cultural, and psychological factors. In the face of these constraints, teachers adopted the following implementation strategies: 1) they viewed curriculum implementation as teaching textbooks efficiently; 2) they tended to copy standardized curriculum frameworks instead of actively reconstructing curriculum; and 3) they employed their practical knowledge of daily conditions and experiences as lenses or windows through which they understand, interpreted, and implemented the curriculum. As a consequence, teachers implemented the curriculum by focusing on teaching textbooks efficiently, and they deconstructed and reconstructed the curriculum based upon their practical knowledge.
