처음 수질환경기준이 설정될 당시에 현재의 유기물질 지표인 BOD와 COD가 공공수역 주요 수질환경기준으로 선정되었으며 이를 바탕으로 국가 수질측정망을 통해 매년 개선여부와 수질목표 달성여부를 평가하게 되었다. 이와 같은 BOD 중심의 오염물질 유입규제와 환경기초시설 집중 투자로 인하여 생분해 가능한 유기물질 오염도는 지속적으로 개선되었으나 이에 반해 난분해성 유기물질 오염도는 주요 상수원을 포함하여 전국적으로 정체하거나 증가하는 추세이다. 수질 및 수생태계 환경기준은 국가의 수질실태를 반영하고 이수목적에 부합한 수질을 확보하기 위해 가장 중요한 기준이며 국가의 사회적, 경제적, 자연적 특성을 반영하여 지속적으로 개선되어야 한다. 향후 공공수역의 수질관리를 위해서는 난분해성 물질 관리와 함께 수질 사고의 예방 및 감시기능의 강화, 수생태계의 건강성 확보를 위한 지표가 필요하다. 따라서 공공수역 유기물질 관리는 수생태계 및 위해성 관리, 통합환경관리 및 사전예방적 관리 등 시대적 환경욕구를 반영하고 동시에 기후변화, 4대강 살리기 사업 등 달라진 수 환경여건을 반영할 수 있는 지표로 개선해야 한다. 이런 측면에서 공공수역 유기물질 지표는 TOC로 전환을 고려함이 바람직하다.When the water quality standards were first defined, BOD and COD which are the standards for organic matters were selected as the major indexes for rivers and lakes. Therefore, the degree of BOD pollution has continuously improved due to BOD-based regulations against pollutants and concentrated investments in basic environmental facilities. But, the degree of refractory organic matter is stagnant or increasing nationwide including major sources of tap water. The environmental standards for water quality and aquatic ecosystem are required for reflecting the water quality status and achieving the water quality in agreement with the purpose of water use. They must reflect the social, economic, and natural characteristics of the nation as much as possible. In order to achieve the goal for organic matters management in the future, we need to not only control refractory organic matters, but also manage indexes for the prevention and monitoring of water quality accidents, reinforcement of forecast functions, and the health of the aquatic ecosystem. It is needed to select indexes to reflect the environmental needs of the times such as the demand for management of aquatic ecosystem and risk management, integrated environmental management, and preventive management, as well as the changed environmental conditions such as climate change and Four Rivers Restoration Project. TOC is appropriate as the future index for management of organic matters in rivers and lakes.
