1997년 정보공개제도가 시행된 이래 공급자인 정부를 중심으로 정보공개 활성화를 위한 노력을 진행해 왔다. 그동안 정보공개제도와 같은 공급측면에 대한 연구는 상당했으나 정보공개청구와 같은 수요측면에 대한 분석은 거의 없었다. 이에 본 연구는 행정정보공개청구 함수의 수요 요인을 탐색하기 위한 실증분석을 시도하고 있다. 이를 위해 2004년부터 2009년까지 16개 광역시도 단위를 중심으로 주민들이 신청한 정보공개청구건수와 관련된 거시적 요인들을 탐색하고 있다. 구체적으로 본 연구에서 초점을 둔 연관변인들은 지식정보인프라, 행정규모, 행정문제의 심각성, 시민참여 수준이다. 한편 본 연구는 종속변인과 설명변인들 간의 연관성을 규명하기 위해 음이항 회귀분석(Negative Binomial Regression)을 사용하고 있다. 종속변인인 정보공개청구건수는 양의 정수 값들로서 이산적 비대칭 분포를 따르는 가산자료(count data)이기 때문이다. 분석결과에 따르면, 지식정보인프라 중 도서관 수, 행정규모를 나타내는 공무원 수 및 행정문제의 심각성 중 지방세 소송건수는 정보공개청구건수에 유의미한 정(+)의 영향을 미치는 것으로 나타났다. 반면 시민참여 중 투표율은 유의미한 부(-)의 영향을 미치는 것으로 나타났다. 본 연구는 광역시도를 중심으로 분석한 거시차원의 연구이기 때문에 앞으로 개인차원에서 이루어지는 정보공개청구의 미시연구가 보강될 필요가 있다.Since the information disclosure system implemented in 1997, Korean government has made a lot of effort to enable release of information. Meanwhile, there were many researches on the supply side such as information disclosure system, but there has been little analysis of the demand side such as the request for information. This study is to explore the neglected demand-side factors affecting the request for governmental information. To this end, we examine the macro-level factors affecting the number of resident’s request for information held by 16 Korean metropolitan governments during the year from 2004 to 2009. More specifically, this study focuses on the explanatory variables such as the knowledge and information infrastructure, government size, government problem, and citizen participation. We use a negative binomial regression analysis to identify the discrete probability distribution of the number of the request for governmental information. Our empirical results show that the number of public libraries as knowledge and information infrastructure, the number of officials as government size, and the lawsuits case for local tax have statistically significant effects on increasing the request for information. On the other hand, citizen participation variable is found to be statistically significant on decreasing the dependent variable. Further study is required to explore the personal level or micro-level factors affecting the request for information.
