공공수역에서의 생분해성 유기물질은 감소하고 있는 반면 난분해성 유기물질은 증가하고 있다. 처 리 및 분석 기술의 발전과 복잡다양해지는 유기물질의 특성을 정확하게 반영하고 물리ㆍ화학적인 지표에 한정된 의미를 가지지 않고 사람이나 생태계에 미치는 영향을 충분히 고려할 수 있는 새로운 유기물질 지표가 설정되어야 한다. 새로운 유기물질 지표는 수중 오염물질의 생물독성, 난분해성 등에 관계없이 유기물질의 측정이 가능한 직접적인 유기물질 지표로서 역할을 할 수 있고 신속하고 정확하게 오염원에 대한 통제와 방지시설 운영관리를 할 수 있는 지표여야 한다. 이런 측면에서 TOC는 새로운 유기물 지표 로 기존의 BOD를 대체할 수 있는 지표이다. TOC 기준은 TOC가 측정되고 있는 수질오염총량자료(2007 ∼2010)를 기본으로 하여 기준설정 세부과정을 마련고 상관성을 고려하여 현행 BOD, COD 동일 등급 기준값을 기준으로 하여 퍼센타일(백분위 수)을 근거로 하천의 TOC 기준안을 제시하였다. 설정된 기준 안의 경우 외국의 TOC 기준, 달성률 평가 등을 통해 기준안의 적정성을 검토하여 제시하였다.It is necessary to set new directions for organic matters management with a water quality index that can accurately reflect the development of treatment and analysis techniques. Also, the characteristics of organic matters that are becoming more complex and diverse, that are not limited to physical and chemical indicators, and that can sufficiently consider the effects on people and ecosystem. Thus, the new organic matter index must play the role of direct indicator of organic matters that can measure organic matters regardless of the biological toxicity and non-biodegradability, and that enable accurate control indicator of organic matter management. This paper presents the water quality standard of TOC as a new organic matter index considering the problems of BOD-based policies. The detailed standard setting process has been prepared on the basis of the total maximum daily load data(2007∼2010) that include TOC measurements. Furthermore, the TOC standards(draft) for river have been prepared on the basis of percentile data based on the standard values for the same classes of current BOD and COD. The final draft of the standards has been presented after considering the appropriateness of the draft through the TOC standards in other countries and the evaluation of achievement rates.
